Not Again...
One year has passed since the last activity of the Phantom Thieves. A second-year Shujin Academy student named Kenzo Okuda soon experiences an earthquake on his way to school. During his homeroom class, a stronger earthquake causes the school to evacuate. Kenzo notices the panicked behavior of his classmate, Futaba Sakura, who mutters about 'Shadows' as they evacuate. The evacuated students see the earthquake on the news; however, the story quickly changes to monsters escaping from the Shibuya underground, unaffected by police weaponry but held off by a stranger in a skull mask. Kenzo then notices that Sakura is gone.
Skull of the Phantom Thieves of Hearts, who had been enjoying a meal at a ramen shop, is busy slaying Shadows left and right with his pipe, shotgun, and lightning-wielding Persona. After sending the civilians away and clearing the Shadows, the police arrive and threaten Skull, but a giant monster nearby, Shiki-Ouji, draws their attention. With gunfire useless against it, Skull electrifies it to death, and Panther of the Phantom Thieves joins him, mentioning Fox fighting in the park while Queen and Noir fight at Shibuya Station. Though confused and frustrated at the situation, they resolve to bring down the Shadows before they can overrun Shibuya.
