Evil Dave, the ineffectual Manchild of a dark mage from Edgeville, is a member of the council (They needed a dark mage to round membership out, and other members figured that Evil Dave was enough of a Harmless Villain that he wouldn't screw things up). To free him, you'll need a spicy stew. However, it's not just any spicy stew. It's a spicy stew like the one Dave's mother makes, using a blend of her unique spices.
Dave's mother would love to make you the stew, but unfortunately her spices have been stolen by Dave's hellrats (Evil Dave is quite incompetent at summoning actual demons). You'll have to make it yourself, catching hellrats with your cat (who will eventually turn into a Hellcat and can be turned back via a bucket of milk) for the spices, and using Evil Dave to test the stews you make to see if you've got the correct one. Once you do, you can head back and free Dave's frozen self.
