Foreshadowing: The Nautilus landing party learns that the Garfish attacks on ships in international waters stopped after the False Flag Operation in Episode 15. It makes sense that the Neo-Atlanteans have ceased their attacks to help sell the ruse. But the Nautilus Senior Staff is worried this means their enemy's shifting priorities. We'll learn what Gargoyle's up to now in Episode 20.
Gargoyle has temporarily stopped his attacks on ships after the events of Episode 15. It makes sense, as the whole point of that episode was a False Flag Operation and to pin the blame for the attacks on the Nautilus. Starting up the attacks again so soon would only draw attention and ruin the ruse.
The cumulative damage the Nautilus has sustained in recent times (especially during Episode 15) has exhausted their replaceable/repairable components and other crucial supplies. The Nautilus needs to put in at a dockyard to make thorough repairs and resupply.
