A news report says that Sam Wilson is wanted for helping unregistered Inhumans. Wilson's twitter feed is full of people calling for his arrest, reporting sightings of him, and praising HYDRA, as well as one poster talking about the hunt for the cosmic cube shards.

Wilson reflects on his recent year, including him giving up the mantle of being Captain America, going camping to clear his head, learning that Steve Rogers had joined HYDRA and taken over America, and helping Inhumans, mutants, and other targets of HYDRA flee the country. Now he's joined with the Tony Stark AI and his team, including Scott Lang, Hercules, Bobbi Morse, and Pietro Maximoff. They've told him they need to get to Brazil to find the first cosmic cube shard, so he's agreed to get them there, but he's made them promise not to use their powers or do any heroics on the way.

Wilson takes the team to a New York City subway line that somehow wound up in rural Montana. Many people are hiding in the line and Wilson greets one named Dandelion by giving her a Snickers, which she gobbles down with a very long tongue. Morse asks who the people are and Wilson says they're Inhumans, mutants, and anyone else HYDRA is targeting, as well as their families. Someone asks if they're still running for the border that night, but Wilson says it will have to wait and that Dennis "Demolition Man" Dunphy will be there soon to look after the families until they can leave. He then takes the others to a train. Unknown to him, though, Daniel "Kraken" Whitehall is watching them through the eyes of swiftly-approaching robotic dreadnoughts.

Stark's team gets onto the train Wilson points out and they begin to ride through the tunnel. The Stark AI demands to know what the subway is doing in Montana, and Wilson explains that it was created by a group of people in Manhattan called the Night People. The Night People lived underground and messed with powerful magical forces. Eventually their leader, Abner "Brother Wonderful" Doolittle, was playing around with an extradimensional portal and accidentally sucked a subway line into it. One end of the line wound up in Montana; it now starts there and terminates up in Canada. Stephen Strange managed to recreate the subway line so nobody noticed it was missing, but the Night People knew what had happened and told Dunphy, who told Wilson.

The train hits a large monster and stops. The group disembarks to see what is going on, and when Hercules sees more monsters he rushes off to fight. The others go to help him even as Wilson tries to stop them. The monsters quickly overpower the group but stop short of killing them as Harvey "Mole Man" Elder, the monsters' master, shows up. Stark wants to fight but Wilson instead refers to Elder as a king and says he's brought a toll to buy their passage through his kingdom. The toll includes jewelry, sports memorabilia, and Blu-Rays of Elder's favorite television shows. Elder is upset that Wilson didn't get him any Fargo videos, but Wilson explains that HYDRA censors decreed the show was no longer allowed to air. Elder is upset at this, but he still doesn't want to let Wilson's group pass since the deal Wilson had made with him was only to bring civilians through his territory en route to Canada, not superheroes. He's also mad that Wilson's group attacked his monsters. Before Wilson can renegotiate, Morse notes HYDRA dreadnoughts rapidly approaching.

Wilson narrates that the Dreadnoughts use Adaptoid technology to adapt to anything they're attacked with, so battles with them are usually more about surviving and fleeing than actually winning. He gets the Stark AI to collapse a cave wall with the help of Scott Lang and a swarm of ants weakening the dirt, and they're able to seal off the Dreadnoughts. Elder, however, is enraged that Wilson led the Dreadnoughts to his territory. He considers killing them, but notes that he really enjoyed the videos of The Leftovers that Wilson brought him, and so just banishes them. He warns Wilson that he will no longer be permitted to use the tunnel in the future.

Once they exit in Canada, Wilson is relieved to see that Misty Knight is there with a jet as promised. They kiss, and then Wilson asks Knight to take the refugees he was trying to help to Clint Barton's hideout and to tell them he won't be able to save them after all. Knight says the people will understand once Wilson saves the world.

In the jet, the Stark AI tries to tell Wilson everything worked out, but Wilson is upset that he won't be able to keep his word and help the refugee families get out of America. He sardonically notes that Stark might not care about keeping his word but insists that he, Wilson, cares about it a lot. He then complains that disasters like this follow Stark and his teams everywhere; they just act and can't seem to stop bad things from happening to the people around them. Morse tells them both to shut up and asks Wilson what to do next. He says he'll keep his promise and take the group to Brazil, then leave them. The Stark AI says they actually have to visit someone else before they get to Brazil — the Hank Pym / Ultron hybrid in Alaska.
