Headscratchers / The Littles

How could an advanced race of intelligent creatures of such numbers possibly go undetected in every sewer pipe, vent and building in a large city...possibly the entire world? they have a civil defence network which would probably monitor when humans are doing construction on old buildings and roads but still there's no way you would ever be able to cover it all up.
