Umbrella is a huge company with almost infinite resources and connections that owns the entire city and handles classified military contracts. Despite employees having 24-hour access to labs, everyone is out of the building and they don't hire night-shift security to prevent stealing of top-secret research. And then, even though two Jade-and-Billie-sized suspects who happened to use Wesker's voice and credentials would be enough for an evil corporation, the girls don't disguise themselves in case there are cameras throughout the building (which there should be).
