• If Dumbledore wanted to control Wizarding Britain from behind the scenes, why didn't he put Fudge under the Imperius Curse?
  • Maybe he is one of the permitted opposition to make Dumbledore look better? The fact that Fudge becomes his minion by the end complicates things, though.
