Headscratchers / Beyond a Steel Sky

• So while Saviour Joey/Ken turned out to based his authoritarian rule due to Foster's directive, what ever happened to Hobbins from Beneath a Steel Sky who was not only with Saviour Joey/Ken but also act as his advisor. Was he retconned out, or possibly planned but wasn't realized (also possibly being him being the instigator, albeit unintentionally, who gave that directive before his death or absence).
