In order to usher in a totalitarian regime, a dictator has to perform a lot of morally reprehensible actions that end up hurting a lot of people. Despots typically end up killing millions of their own people via famine, neglect, false imprisonment and forced labor. Which means that either Gabby let a previous dictator in 3000 AD do all the leg work before taking over somehow, or shepotentially has the blood of millions of innocent people on herhands.
