In the episode "The Counselor", where Wesley is molested, it seems jarring that the main plot is juxtaposed with a silly plot involving George, Belvedere, and golf. Except that's the point — that the adults are so wrapped up in their petty concerns that they are unable to see that Wesley is facing real problems. Perhaps a cautionary tale for parents in Real Life. note Only when Belvedere gets a phone call from a neighbor about someone standing on the balcony and using binoculars to peep on her teenaged daughter taking a shower, and then Kevin brags about finding the binoculars in the trash and chuckling about how well they worked, does he begin to realize something is amiss. (Because normally, it would be Wesley who would be up to mischief with the binoculars ... and that it seemed odd that Wesley would throw away something Perry gave him as a gift, a gift he could use to cause the neighbors' grief.)
In "The Counselor", Wesley thankfully reveals what the counselor did to him, but there's no way the counselor will face criminal charges as he did nothing illegal. He didn't touch Wesley's genitals or butt and stopped when Wesley asked him too. Creepy, but not illegal. There's a good chance he'll move on to another victim who might end up way worse than Wesley did.
Same episode, but in the likelihood that Kyle's parents sense nothing is amiss. Apparently, Perry had contacted them and told them that Kyle wanted him (Perry) to bring him home and that – in lying about camp policy – he was allowed to do this.
