Haruo's hatred towards the higher ups is probably born from learning that soldiers risked their own lives to save Gigan (as revealed in the Project: Mecha-Godzilla novel) despite that Kaiju like Gigan basically decimated their world. However thanks to the events of the movie, Haruo now learns why they did that when Yuko was in danger. They didn't want Gigan, an innocent creature be killed for their own selfish needs. Haruo decides to choose to save Yuko than fulfill his selfish desire for vengeance.
