The game doesn't make it clear this is supposed to be the BigBad, nor why he's seen in that particular section of the game (the city streets, far away from TheVeryDefinitelyFinalDungeon). While the original Amiga version does not contain this scene, it ''does'' mention "Zoras' evil thrall" in the opening poem for this level; it's likely the Genesis version interpreted this line literally.
