Namor tells Bucky that he thought the whole thing was a terrible joke. He asks if Bucky's seen the grave, saying that Toro died a hero, that his simple memorial doesn't do his heroics justice, and that being with him when he died was an honor. That Bipolar disorder means "unpredictable anger" is a misconception probably stemming from the fact that a lot of people with Bipolar Disorder also have underlying - and like Namor often untreated - childhood trauma or even PTSD.
