Also, he clearly learns nothing by the end of the episode, so his behavior isn’t so much 'unintentional'. The residents, however, are meant to be coming off as justified since they are rightfully punishing Squidward for his behavior, but they unintentionally come off as just as bad as him since they knowingly humiliated Sponge Bob along with him and they are only punishing Squidward because of their hypocrisy, and not because they hated what Squidward did.
