A case of Pragmatic Villainy by a very pragmatic villain isn't alternative interpretation. His motivation is clearly stated in-story


* AlternativeCharacterInterpretation: While Canaris was a gleefully ObviouslyEvil character, his plan to "cull" the clearly bursting at the seams overpopulated London, while cruel and evil, practically shines as simple PragmaticVillainy, London is overpopulated to the point of unsustainablity, the UK is recieving no support from the rest of the world due to sealing off Scotland, and as Canaris put it, the sheer mass of people created a perfect breeding ground for the resurgance of the Reaper Virus, by allowing the infected population to simply die off, the cure will make sure that uninfected people will be safe in time for cleanup, also there is no gauruntee that they can make a cure from Cally, possibly they can only make a vaccine, and judging from the BodyHorror symptoms of the virus, the infected even when cured may die from massive organ failure, Canaris while not being a good person is clearly being at least somewhat pragmatic.
