While he's technically responsible for the movie's conflict and everything bad that happens, Jack himself is a pretty nice guy and genuinely wasn't trying to hurt anyone. ** Really, almost everyone in Halloween Town can be considered as this. They never actually ''do'' anything more evil than trying to induce the biggest frights, and that can be seen as part of their nature. The only truly malicious character in the entire film is Oogie Boogie, and that might be why he's locked away from the other denizens.
