And in episode 8, Togane was revealed to be an agent of Sibyl, and his mother is a member of Sibyl itself. It is entirely possible that this mother is the de facto head of Sibyl itself, and Sibyl and its assimilation of sociopaths for processing power may be entirely an experiment in Japan by the Toganes to create the perfect weapon for [[TakeOverTheWorld world domination]], and being a MegaCorp, it is also possible that they have relocated their headquarters overseas thus avoiding the totalitarianism that the other Japanese had to deal with.]]

It is unusual in that she is clearly a Western woman living and working in Japan and yet she seems to be exempt from the Sibyl-enforced policy, as shown in Season 3, which requires foreigners to take a Japanese first name. The other examples we have of such foreigners all take a Japanese first name without exception, but are allowed to maintain standard use of their family names from birth. In Frederica's case, her situation may be the opposite because she is married to a Japanese national and took his last name instead (the examples of the other foreigners are all people who were either single or married to another foreigner as well). We just never hear anything about her personal life since [[TheLawOfConservationOfDetail it's not relevant to the series' larger story.]]

It probably won't be a surprise if Shirogane [[spoiler:is actually a cyborg just like Kasei because criminally asymptomatic are Sibyl's greatest secret and it's strange that he knows what a criminally asymptomatic is. The only living people who know about it outside the Sibyl System are Akane and Mika. Also, the way he had Kyoko enforced by the Roundrobin system is somehow similar to how Kasei enforced Kagari. It's also possible that he and Sibyl are weeding out the corrupt Bifrost members given how he's dismayed with Kyoko for breaking the rules. He's also suspicious of Homura probably because he has some hidden agenda]].
