** Ra's al Ghul, Scarecrow, and Two-Face weren't allowed to show up due to their appearances in ''Film/TheDarkKnightTrilogy'' and a Bat-Embargo being enforced at the time that forbade certain Batman characters from being used in more than one adaptation at the same time, which resulted in a rewrite for "Strange New World" that had Hugo Strange replacing Scarecrow and Clayface filling Two-Face's role as a criminal who used to be Bruce Wayne's closest friend. Mad Hatter was also forbidden from appearing because there were plans at the time to use him in one of the Nolan films. Interestingly enough, this doesn’t apply to The Joker, who appears as a reoccurring threat in the show, despite him also being present in the Nolan continuity. It's likely his iconic nature and status as Batman's ArchEnemy protected him from the restrictions.
