It was always planned for you to be able to revisit Kanto, as early as the Spaceworld prototypes. Iwata did work on Gold and Silver, but what he did was write code that sped up transitions between (for example) the overworld and battles. The final product actually took up more space than GF's original code, but it was deemed to be worth it
