Normally, it's the captain that has the authority to marry people. But because Luffy is tied up for trying to steal the banquet, [[BloodKnight Zoro is a bad idea altogether]], and Nami is a woman and the church isn't liberal enough to allow her to officiate, that leaves Cross as the only available choice.

** Luffy eventually acknowledges this himself [[spoiler: after entering Level 6 of Impel Down. Just the oppressive atmosphere of the New World prisoners alone is enough to make Luffy realize just how big a gap there is, especially since he notices that the prisoners barely even acknowledge his existence, and the ones that do only see him as something to kill.]

The youngest of the Elders sinisterly presents an idea, though the scene cuts away before he shares what it is.

* WeakButSkilled: Cross and Soundbite. Cross has a good tactical mind and knowledge from another dimension, but even with Zoro's Training From Hell to increase his stamina, Kureha's miracle vitamins to increase his durability, and Usopp's custom-made armor to increase his strength, his physical capabilities remain at the point where the only enemies he can reliably fight on his own are {{Mooks}}. Soundbite's Noise-Noise Fruit powers make him masterful in bluffing out and disabling his opponents, as well as mustering reinforcements in seconds, and he's developed a few genuine attacks, but he's only a baby snail otherwise. With their wits combined, however, and [[spoiler: Lassoo and Funkfreed]] as the main source of firepower, they're easily formidable enough to have a place with the Straw Hat Pirates.
