This aspect is toned down considerably in later seasons: while there is still plenty of fanservice and focus on Pepper's good looks, it's much less prominent. According to inside sources, the producers were initially concerned that a cop show with a female lead wouldn't sell, and added the fanservice to attract the young male demographic.
