Even once he starts to get them back they still don't work to their full extent. This is a twofer, it prevents Karnak from being able to reunite the Inhuman Royals and solve most of the plot of the series within the first couple episodes and gives him the opportunity to have some character development without his power getting in the way as it did when he was on Attilan.
