** ''Bez Namysłu'' ("Without a Second Thought"): [[HumanTraffickers Radosław Klamra]], nicknamed "Kamaz", is a leader of the Polish-Ukrainian human trafficking gang. Under him, women are kidnapped, forced into prostitution, shipped across the border, and later sold into slavery. When police find the women that still haven't been shipped, they had completely lost their minds from the trauma. When police officer Łucja Wilk arrests some gang members and shoots Kamaz, injuring him, Kamaz decides to get his revenge by hiring a criminal to kidnap Łucja and ransom her to the police. Kamaz lets the kidnapper do with Łucja as he pleases, which ends up with her getting raped and put in a critical state. Even when arrested, Kamaz decides to do everything in power to come out on top and reveals how Officer Olgierd Mazur lost control over himself and shot the kidnapper dead after the latter gloated to Kamaz about raping Łucja.

* ''Series/MrRobot'': [[AxCrazy Fernando Vera]] is a vicious criminal who [[AmbitionIsEvil will do anything to become powerful]]. A petty drug dealer in Season 1, Vera has his ex-girlfriend Shayla, who also works for him as a drug dealer, kidnapped when she refuses to go on a date with him; Vera then [[RapeIsASpecialKindOfEvil drugs and rapes her]]. When [[Characters/MrRobotElliotAlderson Elliot Alderson]] sees this, he hacks Vera's computer and tips the police off about his activities, leading to Vera's arrest. But when Vera finds out that Elliot is behind the tip, he blackmails him into hacking the custody he is in so that he can get out, or else he'll murder Shayla. Elliot complies, but as it turns out Vera had already murdered Shayla and she was dead all along. He also orders his right-hand DJ to murder his brother Isaac for plotting to have him murdered once he's out. [[FromNobodyToNightmare Returning in Season 4]], Vera [[YouHaveOutlivedYourUsefulness shoots his right-hand DJ to death]] in front of a young child for not being "detail-oriented" enough. He plots to have Elliot become the architect of his crime empire by breaking him mentally and then taking control of him, using Elliot's psychologist Krista Gordon to reveal that Elliot was molested by his father as a child in order to break him. While holding Krista hostage, he threatens to have her raped and murdered when Elliot grabs Vera's gun, only sparing her because he needs her to carry through his plans.

** [[CorruptCorporateExecutive Dale J. Biederbeck III]], aka [[FatBastard Dale "the Whale"]], is an overweight, wealthy sociopath who serves as [[Characters/MonkAdrianMonk Adrian Monk]]'s [[ArchEnemy most personal, recurring foe]]. So rich that he sacrifices millions in exchange for ruining the lives of others just for spite and fun, Dale's [[Recap/MonkS1E3MrMonkMeetsDaleTheWhale first appearance]] sees him orchestrate the murder of a judge who crossed him in the past via beating her to death with a baseball bat. Though put in prison for this crime, Dale [[Recap/MonkS6E15MrMonkIsOnTheRun later]] kills one of his own partners and frames Monk for it, then schemes to bomb a parade and kill the Governor of California so as to facilitate his release, uncaring of the innocents who will die in the bombing. Dale returns one final time in the novel ''Literature/MrMonkGetsEven'', where Dale uses an [[MonsterFangirl acolyte fangirl]] to cause a horrific traffic accident that kills four people and leaves dozens in critical condition before having her kill herself in his name, all as part of an elaborate attempt to escape custody. Dale never passes on a chance to psychologically torture and sadistically mock anyone vulnerable he can, and happily embraces being called an "odious, gluttonous, putrid freak of nature."

** "[[Recap/MonkS4E7MrMonkGoesToAWedding Mr. Monk Goes to a Wedding]]": "Theresa Scott" is a BlackWidow murderer trying to marry into [[Characters/MonkNatalieTeeger Natalie Teeger]]'s family via her brother Jonathan. In truth, Theresa has a habit of marrying wealthy men, murdering them, and vanishing, with at least three prior victims. When a photographer notices something awry, Theresa knocks him over the head and leaves him to drown in a mud bath before trying to kill a private eye who was working a previous husband's case. Finally caught, she tries to hold a knife to Jonathan's throat to make good on her escape.

** "[[Recap/MerlinS02E07TheWitchfinder The Witchfinder]]": [[ManipulativeBastard Aredian]], the titular [[TheWitchHunter Witchfinder]], is a charlatan out solely to profit off King Uther's hatred of sorcery. Aredian frames innocents as witches and sorcerers, planting evidence and breaking them through physical or psychological torture in order to obtain [[FalseConfession confessions]] before seeing them burnt and moving on. Framing the court physician Gaius, he lies to Gaius that his closest loved ones, [[Characters/MerlinTheCharacter Merlin]] and Morgana, will be safe should he confess, only to gloatingly reveal he makes no bargains with "sorcerers", even forcing others to assist him on the threat of burning them as well.

** Seasons 2 & 3: [[WouldHurtAChild Mason Verger]] is the most sickening and twisted opponent [[Characters/HannibalHannibalLecter Hannibal Lecter]] and [[Characters/HannibalWillGraham Will Graham]] ever face. The heir to the [[Characters/HannibalVergerFamily Verger]] meatpacking empire, Mason lords his power over his sister Margo, having abused her physically, mentally, and sexually for many years. Knowing she will be disinherited if Mason dies without an heir, Mason mocks her with an intent to rape her to father that heir. When Margo sleeps with Will Graham in desperation, Mason arranges for her reproductive organs to be removed in the most invasive procedure possible. Mason also emotionally abuses every child he encounters, being a brutal pedophile who also molests some at a summer camp he patrons, so he can collect their tears for his martinis. Upon being paralyzed, and disfigured by Hannibal, Mason grows even worse. [[{{Sadist}} Finding only joy in the suffering of others]], Mason plans to torture Will and Hannibal to death so he might dine upon the latter. Providing his sperm with Margo's eggs, Mason gives her a "surrogate", letting their child grow in the body of a sow so it will die a painful death, just for the sick joy of Margo's anguish.

*** "In The Belly of the Whale" original version: [[StarterVillain Heinz Richter]] is an escaped Nazi war criminal with a fondness for chess. Finding intelligent prisoners, Richter would make them his opponents in "HumanChess", with [[PoWCamp camp]] victims forced to serve as the pieces and personally murder other pieces they had "taken", killing large numbers of innocents this way. After having his chief opponent shot for attacking him, Richter later flees to America as the owner of a toy shop, murdering the Hunter leader Ruth when he finds her. Upon being caught by Jonah, Richter overpowers and tortures him for information, plotting to eliminate him as well.

** Season 1: [[MadScientist Katarina Löw]] is Eva Braun's head scientist, and an [[CorruptCorporateExecutive executive]] at Schidler Corp. A sadistic chemist who firmly supports Eva's plans of a Fourth Reich, Katarina assists her boss by [[TamperingWithFoodAndDrink creating a virus located inside corn syrup]] that will kill all of America's minorities, hoping to have 12 million dead by the end of the month. Experimenting with her virus on countless South American [[WouldHurtAChild children]], Katarina takes an immense amount of pleasure in the deaths her virus will cause.

* ''Series/{{Hijack}}'': [[TheMobBossIsScarier Edgar Janssen]] is the ruthless co-leader of the Cheapside Firm, [[TheSyndicate a crime syndicate]] based in London. To ensure he has subordinates that will do what he says, Janssen blackmails various people throughout his local community by [[IWillPunishYourFriendForYourFailure threatening to kill their loved ones]], including [[WouldHurtAChild children]], in order to force them to do certain jobs for him, which include dispatching hitmen to kill various people. As such, when the syndicate is busted and Edgar, alongside his partner John-Bailey Brown, his partner-in-crime, are arrested, Janssen coerces [[BreakingOutTheBoss several people to hijack flight KA-29 to blackmail the U.K. government into releaseing them]]. Once they are released, the duo goes through a pre-planned route, and switches cars with decoys, leading the police to arrest the decoys instead of the real criminals. Edgar then has his double agent on the flight, Amanda, take control of the cockpit by killing Captain Robin Allen. It is then revealed that Edgar, John, and their associate, Devlin, plan to stage a bear raid on Kingdom Airlines' stock so they can reap financial rewards from it, presumably to pay off their debts. However, Edgar decides to let flight KA-29 crash into Central London, which would kill hundreds, just so he can get all the money he wants from the scheme.

* ''Series/TheIncredibleHulk1977'':
** "[[Recap/TheIncredibleHulk1977S3E9TheSnare The Snare]]": Michael Sutton became bored with hunting animals, and so decided to start HuntingTheMostDangerousGame. He finds whatever men he can and invites them over to his own island, only to drug them to sleep and put them through deadly obstacles as he hunts them down, succeeding at least 5 times, and seeing it all as a "game"; he intends to do the same to David Banner. It's implied that the reason he's so successful is because he doesn't play fair, a fact David calls him out on, insisting that a real hunter plays fair and that all Sutton cares about is winning. When Sutton discovers David's inner beast, he becomes obsessed with it and tortures David with the intent of bringing it out and killing it, only to kill himself by accident. At the end of the episode, it turns out even in death Sutton can't stand losing, as it's revealed he {{booby trap}}ped David's escape boat in preparation for the hero's victory. Ruthless, psychotic, and a cheater at his own game, Michael Sutton was unlike any other villain on the show, who were motivated by either tragedy or simple financial gain.
** "[[Recap/TheIncredibleHulk1977S4E6BringMeTheHeadOfTheHulk Bring Me the Head of the Hulk]]": [[PsychoForHire La Fronte]] is a ruthless mercenary whose rap sheet includes everything from political assassinations to outright mass murder. Hired to kill the Hulk for a large payday, La Fronte deduces that he's David Banner and schemes to anger him enough to get him to hulk out, planning to kill him in his enraged form. To provoke him, La Fronte attempts to massacre a laboratory's worth of innocent scientists, trying to burn them all to death; when his horrified [[TheDragon Dragon]] tries to intervene, La Fronte guns him down without a second of remorse.

* ''Series/MutantX'': [[CardCarryingVillain Mason Eckhart]], the [[CorruptCorporateExecutive conscienceless head of security]] for Genomex, starts the series off already guilty of the torture and [[PlayingWithSyringes experimentation]] on just under a thousand innocent people to create the superpowered New Mutants. Eckhart murders the mentor of his hated rival Adam Kane, and frames the man's death as an act of New Mutant terrorism to give him an excuse to begin the persecution of mutantkind. Those Eckhart can't coerce into joining Genomex are either killed or sent to the stasis pods; those podded remain [[AndIMustScream excruciatingly aware of every second]], with one victim likening it to being BuriedAlive. Eckhart is also a [[BadBoss horrible excuse for a boss]] who tortures, murders, or pods his minions for the slightest of [[YouHaveFailedMe failures]], while simultaneously letting them torture and kill their way through entire buildings full of innocent people. Eckhart orchestrates a variety of schemes to try and exploit mutantkind, from a PoisonAndCureGambit meant to wipe out any New Mutants who don't surrender to his cure; to poisoning one of his own mercenary teams with an experimental [[SuperSerum super soldier serum]] that leads to the death of all but a few members. Long after his death, Eckhart's most heinous posthumous gambit is revealed near the series' end: Deciding that if he can't control mutantkind, then they didn't deserve to exist, Eckhart ordered a [[ManchurianAgent sleeper agent]] to round up all of mutantkind in a traveling death camp, then condemn their souls to eternal agony.

** "Gdzie Jesteś?" ("Where Are You?"): [[WouldHurtAChild Sławomir Zakrzewski]] is a child doctor with [[VillainWithGoodPublicity a very good reputation]] but who is secretly a pedophile who hires bandits to kidnap children from their parents. Sławomir locks them in his house where he sexually harasses them and rapes them. When seven-year-old Ignaś accidentally sees his face, [[HeKnowsTooMuch Sławomir decides to kill him]] by lethal injection and says "naughty kids must pay"; it is highly implied that Sławomir killed other children before if they were unlucky to have seen his face. When arrested, Sławomir accuses the police of "breaking his ribs". While Sławomir lived a life as respectful child doctor and even had a daughter, this was all a mask to cover his true self.

* ''Series/TheGifted2017'' Season 2: [[FantasticRacism Benedict Ryan]] is the most recognized anti-mutant TV news host in America, and is secretly the leader of the [[ANaziByAnyOtherName Purifiers]], an anti-mutant hate militia. He would have the Purifiers persecute mutants all over the country, having them tortured and killed while using his show to praise their atrocities and persuade the public to commit similar acts of violence towards mutants. [[BigBadDuumvirate Collaborating]] with [[NotSoWellIntentionedExtremist Reeva Payge]] in orchestrating a war between humanity and mutants, he would use the intelligence given to by Reeva about Morlock's sanctuary to lead the massacre their killing numerous mutants, [[WouldHurtAChild children included]], while he would give Reeva intel about highly-populated human areas, leading to high casualties on that front as well.

* ''Series/{{Hanna}}'':
** [[BigBad Gordon Evans]] is the Chairman of the CIA's Pioneer Group and the mastermind behind its program UTRAX, which involves brainwashing and experimenting on [[{{Tykebomb}} countless girls]], ever since they were born, into becoming his army of assassins and sending them out into the world to kill anyone who may oppose him, already having billions of potential targets for them. Also revealed to be Marissa Wiegler's [[ArchnemesisDad father]], Evans had [[AbusiveParents abused Marissa]] throughout her childhood, subjecting her to cigar burns whenever she displeased him, and later inflicts this same method of torture onto Hanna to learn about Marissa's whereabouts. Holding Hanna's LoveInterest and his 6-year-old daughter hostage to force Hanna to hand over Marissa, Evans orders their deaths anyway to leave no witness and shoots at his own daughter when she tries stopping him.
** Season 1: [[ControlFreak Jerome Sawyer]] is part of the UTRAX program, personally overseeing the facility where the girls are subjected to [[PlayingWithSyringes constant experimentation]] since [[WouldHurtAChild infancy]], and ordered [[AdaptationalHeroism Marissa]] to kill all the babies under her care when Erik Heller breaks one of them free. Fifteen years later, he tracks down and [[ColdBloodedTorture tortures]] Erik by exposing him to freezing temperatures for days. When Erik escapes and reunites with his daughter Hanna, Sawyer has his soldiers massacre a motel they were staying at, killing innocent people inside. When Erik and Hanna arrive at his facility to save the girls, Sawyer orders the destruction of the facility, while attempting to kill the two and any who deviate from his control.
** Season 3: [[SmallRoleBigImpact Max Kaplan]] is a [[EvilGenius computer analyst]] working for Pioneer who created the algorithm that would label billions of people around the ages 0-30 as potential targets for Evans's assassins to find and kill. Kaplan would maintain the computer running the algorithm, allowing it to label more people all over the world as targets over the years and leading to countless innocent people dying, much to Kaplan's [[LackOfEmpathy apathy]]. When Marissa and Hanna demand Kaplan give them the backup algorithm, Kaplan gives them a useless fake before setting them up to be killed, and only bothers to give the real copy later one when they threatened to kill him.

** "Depraved Heart": [[OppressiveImmigrationEnforcement Mike Personick]] uses his position at US Immigration and Customs Enforcement to manipulate female immigrants into becoming his surrogates. Personick forces these women to live in poor conditions and suffer immense pain carrying his client's babies, [[YouHaveOutlivedYourUsefulness before discarding them after they give birth]]. Personick would even goad them to [[DrivenToSuicide commit suicide]] already killing three women with this method and would have killed more if Cal Lightman hadn't rescued the captive women. When confronted by his crimes, Personick [[NeverMyFault refuses to accept any responsibility]], callously [[BlamingTheVictim blaming his victims]] for the predicament he placed them in.

** "Sacrifice": [[MadBomber Nabil Kahn]] is a [[TerroristsWithoutACause terrorist]] who creates makeshift bombs before planting them inside the belongings of those who attend his mosque, having them [[UnwittingPawn unknowingly]] distribute his bombs to high populated areas throughout UsefulNotes/WashingtonDC before detonating them. Nabil has detonated two bombs in a bus and mall, already killing a total of 40 people--including [[MurderInTheFamily his own cousin]], Rasheed--and had five more bombs ready to be detonated, planning to kill hundreds more.

* ''Series/{{Lore}}'''s "The Beast Within": [[HistoricalVillainUpgrade Peter Stump]] is a [[ImAHumanitarian cannibalistic]] serial killer in 1589 Bedburg, Germany who has already preyed upon 18 women and children. He would kidnap these victims from the woods and take them to his hideout, where he would then proceed to chop them up while they're still alive and eat the severed heads and limbs, [[CreepySouvenir keeping the bones as trophies]]. He also took advantage of the werewolf hysteria of that time by leading the villagers to wild goose chases in search of a werewolf as way detract their suspicions away from him while he would continue to claim more lives. When he notices Greta Hetfelderz and recognized her as one of his victims who managed to escape his clutches six years ago, he proceeds to kidnap her and take her to his hideout where he attempts of chop off her left arm he scarred back then. Ultimately, the savagery of Peter Stump would later become one of the greatest inspirations behind the infamous werewolf folklore.

* ''Series/MayorOfKingstown'': [[TheDreaded Milo Sunter]] is a [[TheMafiya Russian mobster]] who is sentenced to life in prison for killing two armed guards. Sunter also runs a prostitution ring, which he still controls behind bars by injecting his sex workers with tracking chips and having them beaten and [[RapeIsASpecialKindOfEvil raped]] on a daily basis. Iris is an example of Sunter's abuse, who he has stripped in front of him before selling her off to a white supremacist group to be gang-raped. Sunter also reveals to Mike [=McLusky=] a mass grave containing 26 people he killed to show off his monstrosity while also giving P-Dog's prison gang keys to the armory, resulting in the prisoners violently taking over the Kingstown Prison and 300 people being killed as Sunter subtly escapes. Searching for his millions worth of bonds before leaving Kingstown, Sunter has a naive worker [[ColdBloodedTorture tortured to death]] for unknowingly uncovering and giving them away before forcing Mike to retrieve them by threatening the lives of Iris and his mother, Miriam. This leads to a shoot-out resulting in several dead and Miriam getting shot, while Sunter lets his men kill Milo and Iris even after Sunter gets what he wanted.

** Season 6: [[FauxAffablyEvil Michael Ridley]] is the mastermind behind a massive [[HumanTraffickers human trafficking]] ring, kidnapping hundreds of innocent women to either be sold as {{sex slave}}s or killed for their [[OrganTheft organs]], with 15 butchered corpses shown on display. Ridley also shows the same callous cruelty to his [[BadBoss own employees]], with one getting his throat slit and two more getting stabbed to death while intimidating his right-hand man, Anthony Tremel, to try blowing up his doctor Alexander Lark before Ridley decides to coerce Lark into killing himself by threatening his daughter's life.

* ''Series/Kingdom2019'': [[GodSaveUsFromTheQueen The Queen Consort Cho]] proves that behind her [[FaceOfAnAngelMindOfADemon delicate beauty]] lies a [[HumansAreTheRealMonsters monster viler than any walking corpse]]. Using the Resurrection Plant to turn the King of Joseon into a zombie, she uses him as a PuppetKing to carry out her tyrannical rule, while ordering the execution of the king's son, Lee Chang, and his comrades when they get in her way. Partaking in a conspiracy led by her father, Cho Hak-ju, to claim complete control of the Kingdom of Korea, she and her father lead their subjects to famine and exploits the mysterious plague to transform them into zombies to use as weapons against their enemies. Cho has also forced pregnant women to give birth to a son that she will use to keep her claim on the throne, killing the women [[YouHaveOutlivedYourUsefulness once they serve their purpose]] while [[WouldHurtAChild killing their babies]] if they happen to be female; when Cho Hak-ju tries to exile Cho for this, she [[{{Patricide}} kills her father]] before ordering her soldiers to carry out Cho Hak-ju's commands to execute all the families related to the soldier loyal to Lee Chang, women and children included. When Lee Chang tries to have Cho removed from the throne, Cho unleashes the zombies she was holding captive onto Hanyang, reasoning that if she cannot have the throne no one can, allowing them to devour countless people before letting them kill her and her supposed son.

** [[ItsAllAboutMe Chris Keller]] is one of the few recurring villains in the show, and by far the most [[ManipulativeBastard manipulative]]. A charming sociopath who killed an innocent store clerk during a botched robbery, Keller is wanted by the FBI for raping, torturing, and killing several gay men. [[{{Yandere}} Obsessed with earning the heart]] of Tobias Beecher--whom he tortured for entertainment--Keller desires "unconditional love" in a partner, which means he only feels happy with himself when those who love him are made to suffer. Taking advantage of the war against the new pro-Homeboy director of Emerald City, Keller disposes of Beecher's hookups out of sheer jealousy, including his own old friend. When Beecher receives his parole and saves him from the death sentence, Keller [[UngratefulBastard shows his gratitude]] by incriminating him of drug possession to get him sent back to Oz. Orchestrating an anthrax attack to wipe out the [[Characters/OzAryans Aryan Brotherhood]], the entire prison has to be evacuated because of his plan, and, upon being rejected one last time, Keller [[ThanatosGambit commits suicide to blame Beecher for his own death]], ensuring he faces the death penalty. While he started out as Beecher's PsychoSidekick and had many chances to reform, Keller proved to be the same dangerous predator that he described himself to be.

** "[[Recap/OzS1E4CapitalP Capital P]]": [[FauxAffablyEvil Richard L'Italien]] is a talkative DeathRow inmate who quickly reveals himself to be one of the worst characters in the show despite his limited screentime. A remorseless SerialKiller since he was a [[TeensAreMonsters teenager]], L'Italien suffocated 40 young women to death, bragging about having raped and murdered his therapist back in juvie before doing the same to her daughter, all because he claims to "love" women and she told him that he actually [[HeManWomanHater hated them]].

* ''Series/OurFlagMeansDeath'''s "[[Recap/OurFlagMeansDeathS2E16CalypsosBirthday Calypso's Birthday]]": [[TortureTechnician Edward "Ned" Low]] is a pirate obsessed with how [[UsefulNotes/{{Blackbeard}} Edward "Ed" Teach}} has surpassed his previous record of raids. Unlike Ed, Low is a brutal sadist who regularly kills his victims and gleefully tortures those he captures in "symphonies" where he times each blow to fall with the music. Low even [[SiblingMurder kills his own brother]] while trying to kill everyone aboard the revenge for his wounded ego.

* ''Series/{{Marianne}}'' (2019 French series): The titular [[BigBad Marianne Basselin]] is a [[WickedWitch Satanist witch]] born in 16th century France who married a demon for power and struck her home village with a slew of tragedies, even [[OffingTheOffspring murdering her own three children]] and human husband before being hanged for her crimes. Returning centuries later after a teenaged Emma Larsimon and her friends summon Marianne during a seance, she horrifically kills the younger sister of Emma's friend. Tormenting Emma through adulthood, Marianne forces the now-author Emma to write her as the antagonist of her ''Lizzie Lark'' stories and [[RealityWarper uses her demonic powers to reach the real world]] and kill victims in the same manner as her literary counterpart. Possessing villagers of Emma's hometown while trapping their souls in hell, Marianne rages when Emma refuses to continue writing and tries to coerce her by threatening her loved ones; trying to force children to hang themselves; and kidnapping the son of Emma's friend to devour.
