Patty also does her job responsibly, noting that Otto failed every part of the driving test and misspelled "bus" on his application form.
** The second time he applies for a license, not only does he get immediate service from Patty, she helps him cheat on the written exam and flat-out ignores all his failures on the driving exam. She does this after learning that Otto shares her loathing of Homer and he tells her a bunch of embarrassing stories about Homer.
