Not quite. Rukh was the one who directed Pryce towards the fuel depot, so he did play an indirect role in Kanan's death. Not to mention, he'd already been trying to kill the heroes several times anyway.

* PyrrhicVillainy: Pryce's reckless decision to blow up the fuel tanks to stop the Rebels has brought TIE Defender production to a grinding halt. She only succeeded in killing one of them (admittedly a high-value target) but also allowed a prisoner with detailed knowledge of the Rebellion to escape. As Thrawn puts it, she gave the Rebels a huge victory and hamstrung his entire production plan... all to take out one single Jedi. ** [[ProudWarriorRaceGuy Zeb]] is so furious over Kanan's death that he plans to carry out RevengeByProxy - namely, by ''beating Rukh to death with his bare hands''.
** [[SoftSpokenSadist Thrawn]] is genuinely furious for perhaps the first time in the whole series as he chews out Governor Pryce for [[PyrrhicVictory the manner of her "victory"]] and assures that there ''will'' be consequences.
