* Many of those show up in ''{{Naruto}}'':
** Orochimaru: With virtually every appearance in the series, [[MoralEventHorizon another irredeemable crime]] is added to Orochimaru's long list. From his first introduction where he is literally wearing ''somebody else's face'' to forcing three of the Hokages into a FateWorseThanDeath, he just becomes more and more of a monster. Things are only upped in ''Shippuden'' as his body's abilities become [[OneWingedAngel increasingly monstrous]] and it is revealed that he had previously performed genetic experiments on ''infants'', and out of them almost nobody but Anko and Yamato survived.
*** A brief flashback reveals that Orochimaru's desire for eternal life stemmed from [[UsedToBeASweetKid a childhood desire]] [[ParentalAbandonment to meet his parents when they reincarnated.]] However, his obvious insanity and evil prevent any true viewer sympathy - it's only there [[JumpingOffTheSlipperySlope to show us how unredeemably LOW the guy fell.]]
** Kabuto Yakushi has crossed the line when he [[spoiler: sacrifices several people to bring back 24 fighters to fight in the Fourth Great Shinobi World War by pulling their souls from the afterlife, having to have sacrificed at least 24 people to do so. He's also responsible for Yamato's now FateWorseThanDeath, becoming a template for the Zetsu Army, and for keeping Anko alive after their [[CurbStompBattle evidently quite brief fight]] to suck the remains of Orochimaru's chakra out of her body]]. Still he's the rare CompleteMonster who also qualifies as a MagnificentBastard, because the guy managed to {{troll}} one of the monsters mentioned below...

** Tobi/[[spoiler: No Name]]: 13 years before the series started, he unleashed Kyuubi ''again'' against Konoha once again and fought Minato Namikaze, the Fourth Hokage, who was forced to [[HeroicSacrifice seal Kyuubi inside his own son Naruto]] to stop him in a ThanatosGambit -- with the unfortunate side effect of orphaning this kid as well as subjecting him to being [[AllOfTheOtherReindeer treated like hell]] for a [[SealedEvilInACan reason]] he wouldn't even come to understand until after starting out at ninja school. Predictably, Tobi never even bats an eyelash at this kid whose life he has completely ruined until years later when he decides it's time to implement his plans and Naruto is one of his main targets due to being a jinchūriki as well as [[TheChosenOne the one guy who can become strong enough to stop him]].
*** His most despicable act seems to be his actions in the Uchiha Clan Massacre, there is a very good chance that he was [[XanatosSpeedChess using its then-leader Fugaku to start the coup all in an attempt to get his former clan killed off -- and it works, since Konoha's elders were forced to kill them off using Itachi Uchiha against them]]. All so he could get a severely fucked up Uchiha Sasuke after his final battle with Itachi to join him.

** The [[spoiler: actual]] Uchiha Madara seems to fit the bill too. [[spoiler: Starting off as a NobleDemon, he seemed to believe that the ends justified the means. Which is why he took his brother's eyes to keep the Uchiha Clan strong. However, he JumpsOffTheSlipperySlope after Hashirama is selected to become Hokage. Breaking the treaty with Iwa (which is where [[BadassGrandpa Onoki, the Third Tsuchikage]] fought him), treating Kurama (Kyubi) like it was nothing more than a pet, and ultimately it seems leading to Hashirama's death, he fell hard. And post-Resurrection, he has NO problem killing Alliance ninja, and wants to do the Instrumentality Plot.]]
** Anime only villain he may be, but Shiranami of the Tsuchigumo clan is one nasty piece of work. He killed his own father in an attempt to obtain the DangerousForbiddenTechnique which his father had been protecting just for the money it could get him, nonchalantly enslaved an entire village, pretends to sympathize with Hotaru's (the container of the forbidden jutsu) loneliness and offers to help her restore their clan before revealing that he doesn't care about Hotaru or the clan at all, forcibly activates the forbidden jutsu inside the poor girl (which she had been trying to get rid of, but he manipulated her into keeping it) and considers her a mere "tool" that he wants to use to "steal the world" for himself. He cheerfully describes the act of killing his father to Hotaru and tells Naruto and Utakata that the main reason he killed him is simply because he's {{greed}}y. Nonetheless, Shiranami thinks that compared to Utakata, who doesn't care about his own village either but still cares about Hotaru, he's a "pretty fine" person. He admits that they don't need to worry about Hotaru because she will live on with him in the world he hopes to create but she will spend the rest of her life as his "tool/weapon" with no free will of her own. Oh, and episode 150 ends with him forcing the forbidden jutsu activated!Hotaru to fight Naruto and Utakata against her will. He has his men go after/attempt to murder people who try to prevent him from accomplishing his insane goal, which includes Utakata, Naruto, Sai, Yamato, Tonbee, and Sakura.
** From the very first arc of the series, we have Gato, a VillainWithGoodPublicity. While on the surface he runs a respectable shipping empire, below the surface he rules the criminal underworld. His MoralEventHorizon is what he does to Inari's adoptive dad -- in the manga, he not only crucifies him, he chops off his arms in full display of everyone in Wave Country, and then publicly executes him. [[DespairEventHorizon The subsequent crush of spirit in Wave Country]] allowed him to get full control of the tiny nation, but when Inari's grandfather Tazuna started to build a bridge to unite the country to the world, he tried to sabotage it. When he finally shows up at the end of the arc after Zabuza and Haku were defeated, he kicked young Haku's dead body due to his arm being broken before for threatening his master Zabuza. A {{Heel Face Turn}}ed Zabuza killed him to [[TakingYouWithMe drag him to hell with him]], but Hell Is Too Good For Him.

* The second movie villain Haido kills Temujin's parents and all the adults in his village, then manipulates him into doing his bidding and attacking a helpless old man, adn kidnaps kids to turn them into mindless puppets, all so he can find the full compartment of MineralMacGuffin necessary to turn him into a demonic humanoid strong enough to TakeOverTheWorld.

* Akahoshi from the Star Village killed the Third Hoshikage because he refused to let the children get infected by the poisonus Chakra of the "star".

* Hidan. Unlike most villains, he has no FreudianExcuse (unless you consider [[ForTheEvulz boredom]] one), and treats murder like a fetish.

** Its possible that the Kumo Head Jonin was acting on his own.

* In the same vein as Hidan, Deidara. What he lacks in cruelty, he makes up in having not caring about anything which isn't his art. Not to mention that he was already like this when his was about ten.

** The actual Uchiha Madara seems to fit the bill too. [[spoiler: Starting off as a NobleDemon, he seemed to believe that the ends justified the means. Which is why he took his brother's eyes to keep the Uchiha Clan strong. However, he JumpsOffTheSlipperySlope after Hashirama is selected to become Hokage. * Shinno from the second Naruto Shippuden movie is by far the worst one, even more [[EvilerThanThou disgustingly vile than Madara, Hidan, Orochimaru, etc combined]] which is saying a lot. Let's put it into perspective: he first acts like a stern, but kind doctor, earning the love and loyalty of Amaru, and acted like he really had faith in her. Next thing, he dies to protect her....not convinced yet. [[spoiler: He then reveals that he is alive and leading the enemy forces for the film, as well as being a huge JerkAss. He had been emotionally manipulating her to make her adore him so she would release the Dark Chakra when he "died' and this energy is gathered from the negative emotions of others, so he's basically capturing people to be used as batteries. He cares nothing about the people he saves, viewing it as an eyesore necessary to gain her trust. When Amaru tearfully asks if he ever loved her, Shinno sneers and laughs as she's crying in despair. Then he gives Naruto a brutal beat down while giving him a cruel hannibal lecture about humans being very cruel. He's also Orochimaru's teacher in gaining the vile immortality jutsu that allowed him to take over bodies.]]

*** Chapter 501, he [[BeyondTheImpossible just keeps on climbing]] when [[spoiler: he throws baby Naruto into the air before trying to stab him. Minato manages to grab Naruto before he can but not before noticing that Tobi had secretly stuck ''explosives'' to the blanket wrapped around Naruto. Minato gets rid of the blanket and escapes with Naruto, taking him to a safe place. Following that, there's a scene where Tobi extracts the Kyuubi from Kushina (who, keep in mind, just gave birth to Naruto) leaving her weak and breathless. He compliments her for staying alive even after the Kyuubi was taken out of her before saying "And who better to kill you than the Kyuubi" and attempting to have the Kyuubi crush her. Fortunately, Minato saves her and teleports them to where Naruto is. Tobi leaves with the Kyuubi to attack the Leaf Village and Minato, who's absolutely '''PISSED''' at this point, goes after Tobi.]]

He even controlled the 4th Mizukage and ''forced children to kill each other''. Recently, it's mentioned Madara plain doesn't give a damn about peace, and he's acknowledged in-series as pure evil and impossible to reason with. Meaning his plan's whole side effect of a world with "no lies", "no war", and "no crime", doesn't even register as important to him at all and may or may not even be for real.

When they're resurrected, they think ''nothing'' of killing or condemning fellow Kumo Shinobi and others to a FateWorseThanDeath inside the Benihisago. Unlike the other resurrected, they don't even give people tips to beat them. Its very satisfying when they get karma caught up with them.
