The only problem was, the missile was set to destroy London on its first test firing with a real atomic bomb. When Drax describes the intended death toll for this catastrophe to him, Bond, a hardened killer himself, is left almost catatonic. He tries to have James Bond [[GroinAttack ''sawn in half with a laser'']], and he [[EvilGloating gloats to his mob partners]] even though he always planned to kill them (and does) - he just wanted to let them know how brilliant a criminal mastermind he was. Bond panders to his ego because he sees just how dangerously mad he is.

He has enough of a [[AGodAmI God complex]] to engineer a plan to wipe to wipe out humanity, build a secret billion-dollar space station and claim that he alone can credit for it, and tell his crazy Nazi space-cult that future generations will look up and "know that there is order in the Heavens" after their insane EvilPlan is completed. Drax gives you plenty of reasons to hate him throughout; [[KickTheDog setting his dogs on his assistant Corinne]] is probably one of the nastier moments in the series. Indeed, the sheer scale and horror of his plans combined with his utter lack of redeeming features just might make Drax the single most evil villain in the entire Bond franchise; he certainly has the most terrifying scheme to date, and he is one of the least likeable bad guys overall, both for his cold SmugSnake attitude and for the fact that his explicit reason for [[WhyDontYouJustShootHim not simply shooting the secret agent]] (and presumably, for every other person he has killed in gruesome ways) is that [[ForTheEvulz he wants Bond's death to amuse him.]] A truly nasty piece of work through and through.

His plot involves triggering an earthquake to flood Silicon Valley so his tech company can get a monopoly on the world's supply of microchips, killing millions of people in the proces. He [[ThrownFromTheZeppelin drops a businessman to his death]] [[EvenEvilHasStandards when he disagrees with Zorin's plan]], throws a captured spy into an underwater fan to be [[CruelAndUnusualDeath ground to mush]], and kills the San Francisco mayor before blaming Bond for the murder and leaving him and Stacy behind to die in a fire. He's so psychotic that [[BadBoss he gleefully machine guns his own mine workers to death]] and betrays his lover and henchwoman May Day, all of whom were nothing but loyal to him. When his plan is eventually foiled he goes through a VillainousBreakdown as he tries to [[AnAxeToGrind hack Bond and Stacy up with an ax]] in a fight on top of the Golden Gate Bridge.

He feeds Bond's best friend, Felix Leiter, to a shark (he had his newlywed wife raped and killed right before), and he kills one of his collaborators, locking him in a decompression chamber, believing he stole his money. Towards the climax, he also decides to start "cutting overhead" and shoots his financial advisor.

Using his family's holdings in rare metals, Drax paid out of his own pocket to design the Moonraker, a state-of-the-art nuclear missile meant to defend Britain from the Russians, with Drax's philanthropy elevating him to a national hero. The only problem was, the missile was set to destroy London on its first test firing with a real atomic bomb. When Drax describes the intended death toll for this catastrophe to him, Bond, a hardened killer himself, is left almost catatonic. Other crimes include running a motorist off the road and over a cliff due to the mere possibility he might've been a spy, and having people tortured for information with welding torches. For Drax, the mere destruction of their greatest city was not enough; he made himself into the British people's greatest hero [[HopeCrusher just so their collective spirits would be crushed]] when the nuke hit.

* Max Zorin from ''Film/AViewToAKill'' is by far one of the most psychopathic and AxCrazy villains Bond has ever come across. A French-German CorruptCorporateExecutive who used to work for the KGB after he and his EvilutionaryBiologist mentor Dr. Carl Mortner aka Hans Glaub were whisked out of the defeated Nazi Germany by the Soviets, he goes rogue to pursue his own plans for domination. His plot involves triggering an earthquake to flood Silicon Valley so his tech company can get a monopoly on the world's supply of microchips, killing millions of people in the proces. He [[ThrownFromTheZeppelin drops a businessman to his death]] when he disagrees with Zorin's plan, throws a captured spy into an underwater fan to be ground to mush, and kills the San Francisco mayor before blaming Bond for the murder and leaving him and Stacy behind to die in a fire. He's so psychotic that [[BadBoss he gleefully machine guns his own mine workers to death]] and betrays his lover and henchwoman May Day, all of whom were nothing but loyal to him. When his plan is eventually foiled he goes through a VillainousBreakdown as he tries to [[AnAxeToGrind hack Bond and Stacy up with an ax]] in a fight on top of the Golden Gate Bridge.
* Franz Sanchez from ''Film/LicenceToKill'' can be charming, but he's also uncommonly brutal and ruthless in dealing with his enemies or those he perceives as disloyal to him - he brutally whips his mistress, Lupe Lamora, with a stingray-tail whip as a punishment for infidelity. It is also implied that under his orders, his top henchman Dario removed the heart of the man she has slept with. He feeds Bond's best friend, Felix Leiter, to a shark (he had his newlywed wife raped and killed right before), and he kills one of his collaborators, locking him in a decompression chamber, believing he stole his money. Towards the climax, he also decides to start "cutting overhead" and shoots his financial advisor.

He conspires with Dominic Greene of the organization Quantum, deliberately engineering a nationwide drought in Bolivia to get allow Quantum to get its hands on his nation's water supply and having the gall to frame the government for selling off its rainforests. Medrano is willing to plunge his nation into drought and famine, dooming multiple innocent people, [[DespotismJustifiesTheMeans just so he can have an excuse to seize power]]. When Greene informs Medrano how expendable he truly is to Quantum, Medrano buckles under pressure and acquiesces to Greene's demands before trying to rape his maid out of frustration. When Camille intervenes, Medrano tries to rape and murder her as well, mocking her about her mother and sister.
