** The thing that really shows her cruelty, however, is her sheer ''insistency'' to get that damn coat! Her sheer drive to fill in that gap in her warderobe, no matter what she has to do or what she has to kill, really shows how cruel and evil she is. It would be no surprise if she even had a coat made from human skin hanging around seeing her standards!

Not sure if dumbness of mistakes qualifies as justification for electric shocks. Also, put video game examples in the video game section.


** To be fair, a monumentally stupid mistake like searching for a baby for 16 years (babies don't stay BABIES for 16 years!!) does pretty much qualify a henchman as [[TooDumbToLive Too Dumb To Live]], especially by evil overlord(lady?) standards.

So, in order to give examples, he sadistically executes any harmless toon basically for nothing - no matter if it's guilty or not - melting it in the Dip (a mixture of turpentine, acetone, benzine and the only way to kill a toon). In one of the most infamous scene of the movie he even melts a poor tiny little toon shoe.[[spoiler: it's then revealed he's the mind behind the murders of Marvin Acme and RK Maroon and he intends to erase Toontown and its citizens from the face of the Earth to build a freeway due its profit and benefits. Ironically, he also revealed to be actually a psycho redeyed toon killer himself in human disguise who killed Eddie Valiant's brother long ago and dies melted away by his own creation (the Dip itself)]]

* How does [[Disney/SleepingBeauty Maleficent]] respond to minions who make stupid mistakes? Fire them? No, she fires painful-looking shocks of static electricity AT them. How she treats her own minions is just the start; she casts a death curse (that's not supposed to work right away, but years afterwards) on the king's daughter, either [[DisproportionateRetribution because she wasn't invited to the baby shower]] or maybe [[ForTheEvulz just for fun]]. And the lengths she goes to in defending that curse include having her minions tie up and chain someone who tries to save her. Maleficent then taunts him sarcastically about "true love conquering all" while he's chained, even granting him a MindRape of a vision to accompany her twisted narration. [[spoiler:When he manages to escape, she tries to kill him with a "forest of thorns" and when even that doesn't work, she transforms into a dragon, and tries to burn him alive.]] ''Some'' pity might be felt for her, though, as Good Fairy Fauna points out that [[EvilCannotComprehendGood she knows nothing of true love and goodness]], and as a result, she's likely [[SympathyForTheDevil "not really ever happy."]]

* Judge Doom (played totally [[PlayingAgainstType against his type]] by ChristopherLloyd) from ''WhoFramedRogerRabbit''. We all know [[ObviouslyEvil he's a bad guy the first time we see him]] but we don't know he's much worse than we think. He's the much feared HangingJudge of Toontown, who thinks - as he says - the only way to "put an end to insanity" is make sure toons respect the law. So, in order to give examples, he sadistically executes any harmless toon basically for nothing - no matter if it's guilty or not - melting it in the Dip (a mixture of turpentine, acetone, benzine and the only way to kill a toon). In one of the most infamous scene of the movie he even melts a poor tiny little toon shoe.[[spoiler: it's then revealed he's the mind behind the murders of Marvin Acme and RK Maroon and he intends to erase Toontown and its citizens from the face of the Earth to build a freeway due its profit and benefits. Ironically, he also revealed to be actually a psycho redeyed toon killer himself in human disguise who killed Eddie Valiant's brother long ago and dies melted away by his own creation (the Dip itself)]]

She's a VainSorceress who's nevertheless willing to temporarily [[OneWingedAngel corrupt her own beauty]] just to kill the ''one'' girl -- her stepdaughter -- who is prettier than she, after other methods of undoing her don't work largely due to Snow's inherent goodness (making her a scullery maid didn't "hide her queenly grace", and when the Queen ordered her huntsman to kill her -- implying a horrible fate if he didn't -- he could not bring himself to do so). When she finds out that the Sleeping Death she intends to put Snow under can actually be reversed, she's not only confident that everyone will believe the girl's dead, but ''delighted'' that Snow will thus be BuriedAlive.
** If you think Grimhilde is wild, I invite all fans of the Snow White tale to take a gander at ''[[http://www.imdb.com/title/tt0119227/ Snow White: A Tale of Terror]]''. What happens when Grimhilde eats Ellen Ripley and digests her badassery into just plain bad, then does the same to [[SoBadItsGood Tim Curry's]] acting? You get Countess Claudia Hoffman. And she's played by Sigourney Weaver too, so, y'know, maybe that's how she got into character! MEGA SPOILERS [[spoiler:Prince charming doesn't survive. [[OmnicidalManiac Neither do 3 of the "dwarves" (they're medieval-y tin miners in this), nor half of the other people you meet.]] Holy shit. She's basically [[FinalFantasyVI Kefka with tits]], but not as powerful.]] Then again, it is supposed to be more like the Grimm tales in feeling and fear-inducing moments. She doesn't get a OneWingedAngel moment, however, having had her abilities for the entire movie. It's ironically the subtle method of the old woman with the apple that traps Snow White, as before she was throwing huge gusts of wind and tearing up the forest, whacking everybody ''but'' Snow White. In other words, she had to step ''down'' from a OneWingedAngel moment in order to succeed.
* Judge Claude Frollo in Disney's ''Disney/{{The Hunchback of Notre Dame}}''; The opening riddle regarding him and Quasimodo is even "Who is the monster and who is the man?" Most Disney villains want to do things like... take over a kingdom. [[CardCarryingVillain Old-school villainy.]] Frollo wants to...er, [[PoliticallyIncorrectVillain commit genocide]]. His creepy, creepy lust for Esmeralda only heightens the revulsion audiences have for him, and there aren't any other Disney villains who've tried to [[MoralEventHorizon burn entire innocent families alive in their homes]], either. A notable exception to other Disney LaughablyEvil villains. Even being a classic case of KnightTemplar, the things he does casts his "good intentions" as being sham and hollow.
** Which is not to say that there aren't competing AlternateCharacterInterpretations that make Frollo's placement here debated. Did he adopt Quasimodo out of remorse, or only because the Archdeacon shook his KnightTemplar conviction just enough to make him fear Hell, and even then envision Quasimodo as a possible future means to an end? Is his [[CrowningMusicOfAwesome fantastic]] VillainSong, [[http://www.youtube.com/watch?v=EyS3weMlxLA Hellfire]], a sign of him struggling with guilt, or is it more important that all the angst involved about falling into sin fails to quell his evil in the least, even strengthening it? It can also be argued that Frollo slides into being a CompleteMonster through CharacterDevelopment - he takes the chance at redemption offered to him by the Archdeacon in raising Quasimodo and still twists it into evil, and by the end of the Hellfire scene (shortly before he tries to burn a house with a family inside it), he's not turning back.
** Essentially, he's [[SchindlersList Amon]] [[NaziGermany Goeth]] a few centuries earlier and a couple hundred miles West.

* Another fine Disney character: The Coachman from {{Pinocchio}}. Seemingly a kindly old gentleman, he kidnaps a bunch of troublesome boys who willingly went through with it so they could do whatever they wanted without adult supervision, and laces their cigars and beer with something that, when they act like jerks, [[BalefulPolymorph turns them into donkeys]] he then sells as ordinary animals (one crate is even marked "SALT MINES". Considering the RealLife work conditions there, that's a FateWorseThanDeath right there). NightmareFuel much? From what he says to "Honest" John, he has been doing
this new page.for years, and the police have never caught him because by the time they arrive, the boys have all become donkeys, leaving no evidence that they were even there. The transformed boys who can still talk are locked up in a pen (it is unclear what becomes of them, though [[YouDoNotWantToKnow we're probably better off not knowing]]). Worst of all, he is a KarmaHoudini.
** [[AlternativeCharacterInterpretation He's the Devil.]] Think about it.
* Shan-Yu from ''{{Mulan}}'' has by far the biggest body count of any Disney villain. A mass-murdering warlord without a FreudianExcuse in sight, he has perhaps the least character development of any major Disney villain, simply seeming to enjoy slaughtering civilian villages. The only reason this guy is allowed to be in a G-rated movie is because we never clearly see the aftermath of his war crimes. Like Frollo, a monster without a single redeeming characteristic, and a chillingly realistic one.
** While Shan-Yu is indeed a monster and a very evil villian, it should be noted that during the historical period the film takes place there were no laws on what you can and can't do during war, so while Shan's decision to destroy that village may have been a evil one the film appears to ignore that this kind of behavior was comonplace througout the whole world at the time and not just limited to the Huns.
* How could one forget the Horned King from ''Disney/{{The Black Cauldron}}''? A dark, terrifying, power-hungry tyrant with a god complex and absolutely no sense of humor (a rare case for a Disney villain which makes him more creepy). He plans to obtain the powers of the titular Cauldron in order to raise [[DemBones an army of undead skeletons]] to rule the world and so destroy thousands of human lives. He stops at nothing to achieve his goal, even if it means kidnapping and/or killing an innocent girl or an harmless little pig.
* Hopper from ''{{A Bugs Life}}'' merits a mention. Not only does he terrorize and torment a peaceful colony (even the children), steal so much food that they face starvation, and [[strike: threatened]] was going to kill their queen and Flik, it's revealed that he and his gang ''don't even need what they're stealing''. And he ''kills'' three members of ''his own gang'' when they point this out! And to give you an insight as to just how bad he is, he's played by [[{{Se7en}} John Doe]].
** Unlike most Pixar villains like the one mentioned in this board, Hopper has no known FreudianExcuse whatsoever. Even other Pixar's Complete Monsters such as Syndrome and [[spoiler: Lotso]] have a reason for their cruelty.
** Which makes Hopper all the more terrifying.
* Syndrome from ''TheIncredibles'' stepped into CompleteMonster territory when he not only killed several superheroes whom many are Bob's friends and allies - all over a [[DisproportionateRetribution petty grudge]] - but also [[MoralEventHorizon launched missiles at a plane with Bob's children on board]]. This even appalled [[FemmeFatale Mirage]], who had been helping him lure superheroes to their deaths but when it comes to killing children, she had [[EvenEvilHasStandards second thoughts.]]
** I don't know why so many people seem to overlook how he tempts Mr. Incredible to ''kill'' Mirage herself after he decides to kill the other Parrs. Mirage even sympathizes with Mr. Incredible, not even questioning his threat to kill her, and has a classic HeelRealization / HeelFaceTurn combo.
* ''TheNightmareBeforeChristmas'' gives us Oogie-Boogie. He orders Lock, Shock and Barrel to bring Santa Claus to him, because he gambles with people's lives. This is just plain horrific. He mocks Santa for wanting to be free, laughs in the face of the people whose lives he will make miserable by killing Santa, and tried to kill Sally and Jack when they intervened. Why does he want to kill Santa? No reason whatsoever. On top of everything else, it's implied that Santa is far from his first victim. Truly a monster.
** ''Implied!?!'' We see at least '''seven''' skeletons in his lair!
** Actually, he does have a reason. Pure sadism. He likes to watch people's terror as he gambles with their lives. His lair is filled with torture devices with the skeletons of previous victims on them, and he tries to cook Santa Claus and Sally ''alive''. But first, he rolls dice to see how close they get to the boiling pot. Because their terror would be fun. Yeah, this is one cruel baddie.
** The main page said it best: he's pretty much Jeffrey Dahmer and Ed Gein taking on the Disney universe.
* [[spoiler: Lotso]] from ''[[ToyStory Toy Story 3]]'' . [[spoiler: He allows the toys to be tortured by the too-young toddlers in the Caterpillar room, and will do anything just to keep his reign]]. Here's just a short list of his atrocities: [[spoiler: lying to Big Baby and Chuckles just so he wouldn't be alone in being lost, ordering the resetting of Buzz Lightyear, watching him beat down his former friends with a cold sense of satisfaction, beating Chatter Telephone to a pulp in order to find out about Woody's escape plan, and, in the climax of the film, he leaves Andy's toys to burn in the Incinerator ''after they risked their lives to save him!'' And he does so with a mocking salute and while yelling out "Where's your kid NOW, sheriff?!"]] And while he does have a FreudianExcuse, there's a scene where Woody point blank calls him out on how weak it is. He's likely competing with Hopper and Syndrome for Pixar's most evil villain. Karma does kick him in the balls when he gets condemned to an eternity in a dump due to the very emotion that he scorned.
* [[spoiler: Charles Muntz]] from ''{{Up}}'' is an interesting version. When you first meet him, he seems genuinely likable, and even after his true agenda is revealed, he can be very charming. But his actions are so far beyond the pale that despite a legitimate FreudianExcuse - [[spoiler:cast out of the scientific community after wrongly being accused of being a fraud]] - he definitely qualifies, and his actions are far worse than his backstory would justify. [[spoiler: He's murdered multiple people simply for entering his territory, with the implication being that all of them did it accidentally but Muntz considered their reasons for being there "stories" to cover up that they were trying to "steal his bird." By the time he's perfectly happy to chuck a little boy out of a blimp to his death, he's so far over the MoralEventHorizon that he definitely enters this trope.]]
** As a side note, Pixar seems to be aware of this trope, given the fates of its villains. [[spoiler: Lesser villains [[ToyStory Sid, Stinky Pete,]] [[MonstersInc Randall,]] [[{{Cars}} Chick]], [[{{Ratatouille}} Skinner]] and [[{{Up}} Alpha]] end their movie with a HumiliationConga. [[WellIntentionedExtremist Well-intentioned extremists]] [[WallE AUTO]] and [[MonstersInc Mr. Waternoose]] are simply exposed and taken out of commission. [[{{Ratatouille}} Anton Ego,]] [[TheIncredibles Mirage]] and [[FindingNemo Bruce]] get to pull a HeelFaceTurn. As for the [[CompleteMonster complete monsters]]? [[ABugsLife Hopper,]] [[{{Up}} Muntz,]] and [[TheIncredibles Syndrome]] are the only Pixar villains to die outright, while [[ToyStory Lotso]] gets a FateWorseThanDeath.]]
** Randall ''might'' qualify for the position, seeing as he was a part of a plan to kindap children and suck out their screams, taking sadistic pleasure in the concept. [[spoiler: Waternoose was behind it, but he seemed regretful about it for the most part, up to his VillainousBreakdown that is, so he probably is exempt from this list.]]
* [=McLeach=] from ''[[TheRescuers The Rescuers Down Under]]''. It starts with his kidnapping Cody, a child who confronts him about his poaching, and then [=McLeach=] [[MoralEventHorizon tricks the authorities into thinking Cody is dead]], by throwing Cody's backpack to the crocodiles. From there he tosses knives at Cody, locks him in one of the cramped cages he keeps the animals he's captured in, and to top it all off, dunks him into another river ''filled with crocodiles'', only to raise him back up -- then almost does it again just to toy with him. When the power on the halftrack goes out, stopping him from lowering Cody, [=McLeach=] takes out a gun and shoots the rope holding him above the river... which suggests that he was originally intent on murdering Cody anyway, and that he wanted to torture him first anyway.
** Madame Medusa from the first movie is just as despicable a character. She adopts a young girl from an orphanage for the sole purpose of using her to get a valuable diamond from a pit, refusing to let her come up [[MoralEventHorizon even when her life is in danger]]. It gets even worse: she threatens her at ''with a shotgun'' at the end of the film, emotionally abuses her by calling her ugly and unlovable, and [[ArsonMurderAndJayWalking steals her teddy bear!]] YMMV on which character is worse, but there's no denying that they're ''horrible'' people.

This is a villain who is willing to roll up a car window against the neck of someone who [[DisproportionateRetribution failed to pay back a loan]], (Sykes later releases attack dogs against the pet dog of the same victim) or to kidnap a little girl to try to extort money from her wealthy parents. Oh, and when said girl and the in-debt-guy from earlier are trying to escape via vehicle, he chases them into the [[BigApplesauce New York subway system]] with his expensive car and attack dogs. Said attack dogs are also incredibly vicious, [[FridgeHorror which leaves one wondering how Sykes raised them]].
** There's also his phone call; he seems to be talking to another mobster who is about half-way through the process of killing somebody, and actually ''gives him advice on how to do it''.

* ''{{Gargoyles}}'' for the most part has a well-deserved reputation for sympathetic and three-dimensional villains - [[MagnificentBastard Xanatos]] pets at least as many dogs as he kicks, while [[JerkassWoobie Demona]] has an involved and tragic backstory that keeps her sympathetic despite the often extreme evil of her present appearances. There are, however, a few unrepentantly horrible ones, and perhaps most extreme of these is the sadistic PsychoForHire Jackal. In most of his appearances his employers manage to keep his evil somewhat in check, but the episode "Grief" more than cements his presence here - upon acquiring the power of Anubis, he attempts to ''wipe out every living thing on the planet just because he can''.
** From the same series, [[EvilSorcerer the Archmage]] is also a candidate, as is [[EvilTwin Thailog]] depending on how squickily you want to interpret his relationships with various other characters, particularly the clones.
** Thailog DEFINITELY qualifies from what he did in the first comic arc to Goliath. [[spoiler: Shoved a blade into his father's stomach just to collect his DNA, and collected the DNA of the other clones and the rest of the Clan. As well as before, making the Clones beat the shit out of Maggie who had gotten pregnant.]] And before he made Demona [[spoiler: think he loved her so he could get her and Macbeth to kill each other due to their TakingYouWithMe curse, and ordered Deliah-the HalfHumanHybrid to shoot Angela when Demona couldn't do so.]]
* The DrillSergeantNasty in an episode of ''PhineasAndFerb'', [[VileVillainSaccharineShow of all shows]]. He outright lied to parents of the conditions of 'Smile Away Reformatory', repeatedly break young children's spirits through both psychological and physical torture, especially the tittle characters, '''just because they're being creative''', until they were nothing more then a lifeless shell of what they once were, and filmed all this on a talk show for all to see. Granted [[spoiler: it was AllJustADream [[DreamWithinADream Within A Dream]] and the character thus doesn't actually exist in the show]], but still.
* There are a few characters in ''KimPossible'' who come pretty close to this. Monkey Fist becomes this in season 4 when he shows he's perfectly willing to [[MoralEventHorizon kill and/or corrupt a baby]] and even makes a [[DealWithTheDevil deal with a powerful and evil supernatural entity to do it]]. This is arguably CharacterDerailment and a source of [[BrokenBase debate among fans]]. [[spoiler: Erik the Synthodrone]] after TheReveal in ''[[TheMovie So the Drama]]''. Finally, the GrandFinale brings us Warhok and Warmonga, a couple of powerful alien bullies willing to lay waste to an entire planet in retaliation for ''one human'' taking advantage of Warmonga's gullibility. They're also willing to kill a teenage girl and mount her on a wall ''as a trophy''. These also happen to be the only villains to suffer karmic punishment: [[spoiler: Monkey Fist is turned to stone after his DealWithTheDevil goes awry, Erik gets bitten by Rufus and shuts down when his Syntho-goo leaks out, and Warhok and Warmonga get beat down by Mystical Monkey Powered Ron and actually ''die'' when he throws them at their own warship.]]
* Merlock from the ''Ducktales'' movie. A power-mad sorcerer, he was able to bypass the three-wish limit on the [[MacGuffin magic lamp]] using his talisman, essentially getting as many wishes as he wants. Genie gives us a few examples of what he wished for: "You ever hear of Atlantis? It used to be everyone's favorite resort 'til Merlock couldn't get reservations. Then down she went! And poor Pompeii! Mount Vesuvius wouldn't have blown ''its'' top if Merlock hadn't blown ''his!''" Oh, and his first wish was to live forever. In a nutshell, folks, Merlock is an undying tyrant with a hair trigger and a god complex whose idea of blowing off steam is ''murdering entire cities.''
* Negaduck, particularly in the {{Darkwing Duck}} two-parter "Just Us Justice Ducks." As the leader of the Fearsome Five, he utilizes an electronic wall to isolate St. Canard from the rest of the world, nearly killing the entire National Guard (and untold others) in the activation. He later defenestrates Darkwing via a trap door, dropping him a good thirty stories. (Darkwing survives by landing in the back of a garbage truck.) Believing Darkwing dead, the Five capture Gizmoduck, Morgana, Neptunia and Stegmutt, all of whom Negaduck places in literal death machines to be activated by "The Switch." He threatens his own men with a chainsaw when they object to his double-crossing them for the city's money, and does likewise to the retuning Darkwing with full intent to kill him. His ultimate monster act comes when the Justice Ducks defeat his comrades. Negaduck threatens that if Darkwing and Co. come any closer, he'll use a remote to collapse the wall on itself, killing all of St. Canard (and himself) in the process. After seeing the horror on the heroes faces, he snaps, "In fact, I think I'll just push it anyway!!!" His cruel and violent nature is even spelled out by DW himself: after Negaduck disguise himself as Darkwing to infiltrate SHUSH Central, Darkwing breaks his perfect mimicry by exclaiming, "Look, it's a fuzzy wuzzy bunny!" Negaduck's response is to yell "Where!??" as he COCKS A SHOTGUN AND PROCEEDS TO BLAST INDISCRIMINATELY IN EVERY DIRECTION. In his typical alliterative exposition, Darkwing correctly states, "Only someone so dastardly, so dispicable, so disdainful of the utterly defenseless would dare perform such a deed."
** Also, when Darkwing Duck visits his home of the Negaverse (No, not [[SailorMoon that one]]), which he is the ruler of, he is offered the chance to help free it by the Negaverse versions of Megavolt, Quacker Jack, Bushroot, and Liquidator (the "Friendly Four"). Darkwing refuses until he is hugged by Negaverse Goaslyn (who is sweet and girly rather than obnoxious and tomboyish). He then asks "Whose kid is this?" and all Bushroot has to say is "Gosalyn's guardian is...Negaduck." Darkwing then says softly "In this world, there never was a Darkwing Duck to defend St. Canard......or a Drake Mallard to be a father. For your sake Gosalyn...I'll do it." No more words need be spoken to [[AbusiveParents understand how Negaduck likely treats his Gosalyn.]]
** Negaduck I probably counts, for one thing, he seemed more like a destructive jackass when he was out in the city, being greedy and violent, but after he was ''Galvanized'', [[OmnicidalManiac he dropped the whole "crimes" part of himself, and decided to just destroy everything,]] "[[ForTheEvulz Just for the fun of it]]".
** Taurus Bulba is probably a bigger CompleteMonster than Negaduck with almost no ounce of comedy at all. The latter is at least [[LaughablyEvil over-the-top funny]] in his Complete Monster-dom half of the time. Taurus had Gosalyn's grandfather murdered, and when he was trying to get the code for the ram rod, he threatened to ''drop Gosalyn off a building'' if Darkwing didn't get the code, he had no proof that Darkwing was told of a code, and was willing to try it, and when he was resurrected by F.O.W.L., he destroyed the dang place. All played completely seriously.
