Violence is a big part of the human condition. Many people aspire to be good at it, but the problem is, demonstrating it on someone else [[AndThatsTerrible is mean]]. These days, you're just not very likely to even ''need'' to beat the crap out of people. Hence, the plot device: a guy who justifies violence, either by being obnoxious and refusing to go away, or being a conveniently placed [[RandomEncounter criminal]] who targets the character.

The first one is an obnoxious ambush journalist who, as a renegade, you can punch once per game. The other is an obscessed fan who wants to be just like your character. Again, as a renegade you can shove a gun in his face in the first game and, in the second ''[[OnlyAFleshWound shoot him in the leg]].'' Amazingly, he reacts better to getting shot by you than to getting blown off.
