* ''WesternAnimation/WinxClub'': The Winx have rumbled with witches and villains alike in plain daylight and have never once either been aided or chased out by the cops. When Stella goes missing in [[Recap/WinxClubS1E5DateWithDisaster "Date with Disaster"]], none of the girls even mentions reporting it to the police. Furthermore, when the Trix sic their newly-summoned Army of Decay onto Magix city in [[Recap/WinxClubS1E19TheFallOfMagix "The Fall of Magix"]], it's implied there are no public defending forces to oppose its advance. In cities in the Magic Dimension, at least, it seems the only law enforcement are castle guards; and those only operate in royal palaces, anyway. This is averted when they visit Earth, as they run into trouble with the police sometimes.

In a modern city, full of schools, post offices and subway lines, there is one thing noticeably absent: the police. Whether you're on a murder spree, blowing up buildings, or just walking around stealing things, there's no need to fear the police. This is because they don't exist. No one even mentions the police or tries to avoid detection. Compare PoliceAreUseless, where they exist but aren't going to help. See also AnarchyIsChaos.

* In Creator/RobertAHeinlein's ''Literature/TheMoonIsAHarshMistress'', there are no police on the Moon. There are only the Warden's guards, who don't care about convict on convict crime. The convicts (and their many descendants) handle "justice" their own way. In fact, one of the reasons that people there start to support revolution happens when the guards start to take an interest in enforcing the (mostly newly created) rules.

Neither of these are good examples. The Enforcers in APB are police in all but name, and the Battlefield Hardline one is more of an example of Cowboy Cop or Oddly Small Organization rather than this.

[[folder:Video Games]]
* ''VideoGame/AllPointsBulletin'': Rather literal as the police are replaced in their entirety with groups of vigilantes.
* While the player character and his allies in ''VideoGame/BattlefieldHardline'' are of course exceptions, almost every level involves a massive gunfight occurring in a major city without a badge in sight. The protagonists not calling for backup themselves could be justified as they, like their developers, are trying to be 80's {{cowboy cop}}s, but you'd think someone else would have the common sense to call 911.
