If they experience this with PsychoSerum, the two tropes merge.

It causes the speedster's powers to become destructive and harmful, while also slowly killing them from their use; it lacks the regular Speed Force's HealingFactor properties and causes those who use it to appear drunk. Though not explicit, it's possible to infer that Eobard Thawne's descent into madness might have been caused by the use of it, rather than being connected to the actual Speed Force.
