A bit too much of a stretch. Alastor doesn't fit the common understanding of what a Fairy Godmother is nor does he seem like a play on the archetype as far what's depicted so far. Charlie maybe a play on Disney princess but that doesn't mean that Alastor helping her makes him this type of character.
