"Pallas could not find a fleck or flaw--even Envy can not censure perfect art--enraged because Arachne had such skill she ripped the web, and ruined all the scenes that showed those wicked actions of the gods ; and with her boxwood shuttle in her hand, struck the unhappy mortal on her head" Arachne didn't mean to offend Athena. Almost all of the greek gods were petty like that, Athena is no exception.

In most versions, Athena is so enraged that she's just going to kill the brat, but Arachne's mother begs forgiveness for her daughter, which softens Athena's rage and makes her turn Arachne into a spider as a testament to her weaving talent.
** Athena doesn't punish Arachne for being better. She punishes her for impiety; in their contest, Arachne made a tapestry mocking Zeus's philandering ways, using the contest as a vehicle to insult the gods. Her hubris was such that she considered the gods beneath her, and was punished for that, not for simply being better at weaving.
** Go reread the myth, buddy. It actually states that it was mostly out of jealously of Arachne's skill. "Pallas could not find a fleck or flaw--even Envy can not censure perfect art--enraged because Arachne had such skill she ripped the web, and ruined all the scenes that showed those wicked actions of the gods ; and with her boxwood shuttle in her hand, struck the unhappy mortal on her head" Arachne didn't mean to offend Athena. Almost all of the greek gods were petty like that, Athena is no exception.
