ones. Soviet officers did often have this kinds of caps as part of the dress uniform (hence the trope name).
* Outside of totalitarianism, this is a common feature of the uniform of high-ranking officers in the military and many civilian law-enforcement agencies in many Western nations have something like this as part of the uniform (or at least the dress uniform). In most of these cases, however, they tend to be smaller and a bit more modest than the stereotypical authoritarian model.

* Aversion in RealLife: actual Soviet commissars wore smaller caps with soft tops. But these were often made of black leather, which is also badass in its own way.
* Played straight in Real Life in the 1990s with RussiansWithRustingRockets and Russian cops (one on the picture above belongs to a Russian border guard officer). Unlike RedsWithRockets, they have these as part of uniform. But the caps are going to be abolished soon, replaced with smaller ones. Probably because when every EnsignNewbie and his little brother at the military school wears one, they do not look so impressive any more. Badassitude Inflation, anyone?
** Nah, it's because they're extremely unpopular among the officers and bear an ignoble nickname of "Pinochet hats".
** Averted in the military, police, and other state organs in the Soviet Union, who relied mostly on smaller crowned caps as visible here. The 'Pinochet Caps' like the Border Guard cap above, as they're called in Russia, were introduced in the late 1990s as the first post-Soviet uniform design, and were much larger than their Soviet predecessors, in part so they could include the large double-headed eagle. They were unpopular enough to cause the Russian Government to revert to smaller designs done in the Soviet style, less likely to blow away in the wind around 2008.
** A funny exception can be found in the caps issued to Moscow and Leningrad taxi drivers, deliberately modeled after American caps for the benefit of tourists, though failing to realize they looked more like those worn by police. They were dropped after a few years.
