* NatureVersusNurture: At first, you could say that Phasma's overall personality was the result of living in a CrapsackWorld that forced her to become ruthless in order to survive. But then, after comparing her to the rest of the Parnassians, who all lived lives that were just as harsh as hers, it is pretty noticeable that Phasma, who will go to lengths to survive that no other would, was most likely born already with a more morally shady personality. It is more than likely that had Phasma lived in a better lifestyle, she may not have become what she turned out to be, but she most certainly wouldn't have exactly become a good person either.
