As parallel scene at the beginning shows, it's the best student of the course who gets publicly awarded. Implications are pretty heartwarming, especially after knowing Nick's past and his first attempt at being an upstanding citizen.

It comes to show that despite the vast majority of the city's population gripped with fear and paranoia, there are those who won't let fear cloud their better judgement and see all predators as savages/potential savages.
