**** Presumably the railing was mandated by the Imperial occupiers, who are a non-arboreal species but want to be able to safely access Wookiee cities, and then sabotaged by Wookiee engineers because the only people who regularly use them are hostile Imperial forces. In other words, it functioned as intended.
