** [[PsychoForHire Edward Wade]] is the most depraved target in the game, and one of the vilest douchebags in the franchise. He spends his free time raping and murdering prostitutes when he isn't waiting for the chance to go on a killing spree. Taking the [[AmbiguousDisorder mentally handicapped Lenny Dexter with him on a mission,]] Wade proceeds to shoot up an orphange, with the children only being spared because they were on a field trip at the time. [[BadBoss Threatening his own men to participate in sadistic violence under threat of death,]] he then goads Lenny into killing a nun, laughing manaically as he has a nervous breakdown due to the murder. If he manages to best 47 in a duel, he implies he wishes to rape his corpse, showing that he's a vile monster with nothing charming, likable, or sympathetic about him whatsoever.

Yates is a Jerkass, but demonstrates too many redeeming qualities and is a bit too sympathetic. He's at least better than Novikov.


** [[AmoralAttorney Don Archibald Yates]] stands as a stark contrast to the [[AffablyEvil genuinely friendly Tamara Vidal.]] Desiring to control providence, he uses his vinyard to suck up to the wealthy and powerful guests while secretly plotting to murder anyone who poses a threat to him. Betraying even his own wife to save his skin, he can potentially murder Tamara for standing up for Diana before capturing her, hoping to gloat about his successes before executing her as well. While he's right about Diana's duplicity and capable of mostly healthy relationships, his heartlessness and willigness to betray anyone on a whim shows him for what he really is: a power hungry narcissist who wants the world to know of his successes.

** '''[[BewareTheSillyOnes Dawood Rangan,]]''' despite being extremely LaughablyEvil, manages to be notorious for his odious behavior. He sabotages his own movies to claim insurance, uses dirty tactics to underpay his overworked employees, and tries to force an artist to work for exposure (for a painting that will only be displayed in his private house.) [[UpToEleven Not only that,]] he sexually extorts the lead actress of his movie, trying to force her to kiss him under threat of him ruining her life, sabotages sports games to rig bets, hijacks photo shoots so he can star in them, and threatens to murder the lead actor if they ever overshadow him. [[RefugeInAudacity Somehow, he's so awful that these happen to be his least atrocious actions.]] His movies are based off his past as a ruthless pirate, meaning he profits off the suffering he contributed to. He also wishes to assassinate Vanya Shah due to wanting complete control over the Mumbai slums, and he has a man dangling off his balcony, who'll he'll happily murder once he's gotten bored of tormenting him. While Wazir Kale is a complex and likable villain and Shah is almost pitiful due to her insanity, Rangan is so unbelievably dickish that he almost subverts being a HateSink due to being such an extreme example.

** [[DirtyCop Sheriff Clive Skurky]] starts off as LaughablyEvil before slowly sinking into this. Abusing his powers by locking up visitors over the smallest offences, he runs a HellholePrison where he forces inmates to fight each other for the amusement of him and his guards. He cares more about self gratification than the wellbeing of civilians and turns a blind eye on Blake Dexter's many crimes in exchange for heavy bribes. [[DirtyCoward Running away when 47 breaks out of captivity,]] he takes an innocent priest hostage in a desperate last ditch effort to avoid being killed, showing nothing is too low for him.

** [[StarterVillain The King of Chinatown]] serves to demonstrate how unlikable the targets are going to be. As the self appointed king of chinatown, he's a gang leader who uses bribery and intimidation to get what he wants. A SmugSnake who thinks he's better than he is, he berates and harrasses everyone around him. Hostile, unpleasant and impressively sleazy, he sets the stage for the DarkerAndEdgier tone of the game, and is the perfect person to practice the level's many death traps on.

** [[FinalBoss Albert Fournier]] is a DirtyCop who covered for Richard Delahunt and Alvaro D'alvade, two men running a child prostitution ring. Despite being able to get a shot on 47, he is too cowardly to finish the job, screaming orders at other officers as he hides behind his barricades, unwilling to risk his own life yet still reap the rewards for other's courage. A DirtyCoward who only incapacitates 47 by sheer luck, even the civilians don't seem to mind if he's strangled to death in front of them.

** [[HuntingTheMostDangerousGame Winston Beldingford]] takes the DirtyOldMan trope to a disturbing extreme. An aristocrat with a severe LackOfEmpathy, he kidnaps other people and hunts them down for sport. While Alistair is also complicit, his alcoholism makes him come across as more humorous and harmless. Winston is also a sexual deviant, forcing much younger women to sleep in the same bed as him and spying on them when they shower. He is also implied to be a BadBoss, frequently firing the staff he doesn't sexually assault on a whim. Needless to say, demonstrating the power of a VorpalPillow on his ugly face is frequently seen as a highlight of the level.
