Situation described here does not take place in the movie at all. The only character who seems to reside inside a warehouse is a staff officer - not quartermaster - and there is absolute zero indication that all those supplies were gathered personally by him in illegal manner. Moreover, while he does try to bribe heroes with food, he does it simply in desperate attempt to make them spare him - the subject of getting out of the city is never mentioned in that scene.

Incorrect. Molotov cocktails actually CAN be effective against tanks, since their filtration/ventilation systems — especially air intakes by the engine — may suck the flames inside. It won't destroy the tank, but it will surely kill its crew.
