While there are some elements of action, the focus of this story is more SliceOfLife-ish, with Dragon!Harry learning magic, making friends, have them gawp at everything he thinks is normal but isn't, watch everything ridiculous happen around them (and sometimes get caught up in it themselves), and comment on everything.
