The first is that the ship girl program was '''nowhere''' near as successful as their counterparts in other nations, as the number of known USN shipgirls amount to single digits, and that's out of the hundreds, if not thousands of summoning attempts. The failed summons resulted in either nothing happening, or the summoning of fairies for a USN ship girl that never materialized. Just after the last of the summons, the USN was ''very'' close to asking their Japanese counterparts to review the summoning procedure, thinking there was something wrong with it. That all changed when various European navies were having absolutely no trouble at all summoning their ship girls with the exact same ritual that the [=JMSDF=] had developed and the USN had been using, meaning that there was nothing wrong with the ritual itself, and something else was causing the USN to not be able to summon ship girls. The second reason why the cover-up is taking place is due to the implication that the Abyssal fleet is comprised of the vengeful spirits of American ship girls (The Abyssal that masterminded the attack on Okinawa is implied to be a USN aircraft carrier that sank during the war, and the friend who awakened her sank at Pearl Harbor, likely the USS ''Arizona''). Worst, not only could this be the reason why most of the summoning attempts were failing in the first place, but if someone starts screaming "THE AMERICANS ARE RESPONSIBLE FOR THE ABYSSALS!!", fear of their ship girl program being leaked is going to be the LEAST of the USN's problems.]]
