Those souls just won't organize by themselves. And yet, despite the facts, everyone never bothers to stop and think when they try to kill angels, the Winchesters included. All of these culminate with the grim but realistic truth by season 13 that [[spoiler: angels have been reduced to less than a dozen, and without them keeping Heaven's peace, the universe would fall in chaos]].
