Knowing full well that Cipher as an organization would do everything in it's power to stop it's creation. Ocelot mentioned that Skullface more than likely only had a small environment made for creating them and when it was finished had it disappeared. It was so difficult and dangerous to create, that Ocelot believed in Skull Face when he said there was only three English strain parasites created.
