Misuse. This was clearly a psychological tactic meant to make Shep and T'soni more hesitant to let Marianna die, while Kt D is an act of evil that serves no practical purpose and only shows the character is evil.

* KickTheDog: Her remark about how her hostage's son will be scarred for life after losing his mother, within earshot of Liara, whose mother was killed in the last game. Liara isn't happy to hear this ("I'm going to end you, Vasir."). If Shepard is a ColonistParents killed by batarian raiders or EarthbornAbandoned as a child, it could be intended for them as well.

Seriously, the guy thought that trying to capture the biggest badass in the galaxy would be a good idea.idea.
** Furthermore, the Illusive Man's mission summary reveals that he'd already taken Cerberus's payment (which the Illusive Man narrowly reversed) despite having no intention of holding up his end of the bargain, effectively scamming one of the most powerful factions in the galaxy and painting an even bigger target on his back. It's only thanks to Shepard getting to Kuril first that the Illusive Man doesn't retaliate, and even then, he effectively declares open season on the Blue Suns and will offer Shepard multiple side missions for the express purpose of making them pay.

At first you might assume this is them dismissing her CassandraTruth about the Reapers coming, but then it turns out she's indoctrinated - and "rambling insanity" is a fairly good description of what happens as someone is succumbing to indoctrination.
