Upon having the surface similarities pointed out to him, Terry Pratchett went much further. The "deep-downers" resemble certain ultra-orthodox communities in Judaism, including being very isolated and having very traditional clothing. The room full of 5000 years worth of legal rulings is pretty much the Talmud just exaggerated for comedic effect, and at one points Vimes thinks to himself "Being a Dwarf IS their religion" is a slight change on a very old joke about Judaism. The central conflict of The Fifth Elephant boils down to the ultra-orthodox elements wanting to deny the more liberal and progressive elements of the diaspora the rights to be acknowledged as dwarves' and buried in the homeland.
