Once he had Abis Mal around his finger, he decided to force his former ally Iago to work for him again and use the trust Aladdin had developed for Iago into fooling him and the Sultan away from Agrabah into a trap, while himself took care of Genie. When the trap proved successful, he made it look like Aladdin had killed Sultan, which would ended with him executed. He even fooled Jasmine, using her trust issues with Aladdin to convince her of this, to order the execution. Even worse, when she finds her turban-less father alive in the dungeon, she is helplessly chained next to him by Abis Mal and Jafar. If he had turned more attention on Iago's behavior, then maybe he would've been the one who won.
