He knows that he can't take the squad of trained soldiers head-on, as that would be practically suicide. So he decides to take them on by manipulating events to his advantage. An Awesome Moment that also happens to double as a scary mental breakdown.

And keep this in mind, one of the "set pieces" during that sequence was an overturned bus that they had to bring in, set on it's side and then film the scene. And what made the setup time less was the use of [=MiniDV=] cameras (which were new at the time). The filmmakers managed to film such an amazing sequence with limited windows of time they could hold traffic and minimal setup before hand to help sell the emptiness of London, while dealing with every day traffic and patrons.

** Unfortunately for everyone, in ''all three sequel timelines'', [[spoiler: Jim is sentenced for life inprisonment for killing British soldiers on active duty]]. In fact, the longest running comic series heavily implied it was all to cover what kind of barbarism the squad under West was planning to do, while blaming it on a victim.
