I think Odin Advent Deck should be in The Vault.
To make it fun, it would be one of the most feared artifact among both heroes and mooks (using Odin Deck is like death sentence anyway). But since Decade's meddling with it in the past, Odin is bound to a condition that he must grant one usage of his Time Vent for any hero who manage to beat him. He is still absurdly powerful, but when he failed, the whole plan can crumble to ground even before it start.

I believe we should add an Elder Demon for Kamen Rider into the Heisei division. That way, both eras will have two Rider demons and three Sentai demons as leaders. Any suggestions?

I recently placed the Gransazers as the Western Zodiac Patron Saints in the Toku base. Should I add the Horoscope Zodiarts from Kamen Rider Fourze as their counterparts?

How about using the term Demons instead of Gods, basically as the anti-thesis of Toku Base's Saints?
This is how it should rank in the Demonic Legion:
- Arch-Demon for Dark Specter.
- Elder Demons for the leaders of each faction.
- Intermediate and Lesser Demons for the warriors of each faction.

So anybody wanna make guesses on who'll be the director and the House Leaders?
I can think of Shocker Great Leader and Black Cross Fuhrer as some of the House Leader (or perhaps director). And membership could include Shadow Moon, Kamen Rider Ouja, Radiguet, Long, Buredoran/Brajira, Trakeena to name a few... any suggestions? (Especially for the Ultraman and Metal Heroes stuffs. Zetton... doesn't seem to be too much of a Big Bad quality despite beating the crap out of the original Ultraman)
Not sure on Lord Zedd because he did turn good in the end along with Rita Repulsa.

I recommend Dark Specter, since being The Man Behind the Man to seemingly Big Bad-level toku villains is his whole schtick.
The Emperor, Ultraman Belial and Yapool for Ultraman references if you want it.
You can add up the Ultraman references if you wanted. To be honest, I'm not very knowledgeable in Ultra Series mythos
There is a guy called Majin Gojira on this site who might be able to help you on Ultraman.
Given that Melkor is heading the GUAE, he can be probably turn Zedd evil again.
Here's who I want to see appear in this Pantheon(the final format) if anyone's still working on this:
Sentai: Radiguet, Black Cross Furher, Emperor Zeba, Bazoo, Brajira, Long, Shadam, Basco, Doukoku and Juzo Fuwa

The only one I can give in for Kamen Rider is... Shadow Moon. Maybe Narutaki too for his constant "Onore Dickeido".
Now we just need to give them titles or such.

How about adding the original Mechagodzilla? Dude's looked like a psycho, not to mention Gigan from Godzilla: Final Wars.
