If you want to suggest a Complete Monster be added, you should do a proper effort post over on the Complete Monster clean-up thread.
From a basic search however, it seems like he didn't count because he wasn't heinous enough, as other villains accomplished a lot more crimes with their screentime (including Vilgax himself). Never watched Ben 10 myself, but if you follow the proper effort post procedure on the thread, they can decide whether he counts or not.
Shouldn't Aku from Samurai Jack be here? Sure it seems like he's funny at times, but when you really look at the things he's done it's obvious his hammy oafishness is a very thin veneer covering up a terrifyingly evil core. Aside from being responsible for the deaths of millions, possibly billions of people if you count aliens and robots, he often goes out of his way to do horrific things. Like encasing a viking warrior in a crystal and leaving him to suffer an "And I Must Scream" fate, draining a world's oceans and then gloating about it when the race inhabiting the planet comes to him for help, forcing a scientist to build powerful war machines by threatening to destroy his village, and then destroying it anyway by testing the completed robots on it. His only reply to the scientist's objections is simply, "FOOL!".

The problem is that Aku is mostly Played for Laughs. He provides a substantial chunk of the humor in Samurai Jack and usually serves as a villainous foil to the title character. He might count if he was serious but ...

Assuming that it's Teen Titan's Trigon, he's not a Cartoon Network villian as this page only refers to the cartoons made in-house by the network inself, while Teen Titan's is a DC Comics cartoon and would either be on the main page or the DCAU if he does count.
Which leads into the second point where he does very little onscreen that would make him a CM. He pretty much is a Generic Doomsday Villian which is usually an instant disqualifier for CM status.
It was decided that he was Played for Laughs due to his ridiculous scheme and Large Ham tendencies. While Nightmare Fuel, he didn't make the cut. I don't really agree but hey it's their choice.
Why on Earth is Ricardio removed? He is a perfect stand-in for a rapist with no regrets, he's almost like Gaston or Frollo.
Chris Mc Lean from Total Drama Island becomes this in spades during Seasons 3 and 4. Abusing the interns, making more and more dangerous challenges (while laughing at the contestants pain) and a continued Lack of Empathy about other people, he also starts to get creepy vibes around Dakota in Season 4 making her his slave practically.

I'm sorry, but that lady from Tiny Toon Adventures... Can't possibly qualify. Hell, that would hardly even count as a Moral Event Horizon. She herself, along with what she did, was portrayed rather comically (with a cartoonish vacuum), and did come around at the end of that episode. She'd more likely be better classified as a Harmless Villain, if anything.
Mind you, some things really do belong here, such as Eddy's brother, Dick Hardly, Grandfather, and Van Kleiss. Her? Feel free to disagree, but I very much doubt she qualifies.
