He got 18th out of 20. Number 17? Not even a character, the author. So he was beaten by a write-in candidate.
Also keep in mind this is fairly early in the manga's run, there aren't a ton of characters who had gotten a lot of screen time at that point, and out of a poll of over ten thousand votes, he didn't even break into triple digits. Getting as high as he did would be considered statistical noise.
He apparently shows back up in the fifth character poll... this time getting a whole 100 votes. Out of 70,000. Which is proportionately even worse.
v I suppose the question is whether you consider the onus on proving he's disliked everywhere, or proving he isn't. My point is largely that the evidence for Japanese Like Tingle is pretty much meaningless.

Hop on over to this page and add them.^ One thing to keep in mind though is that while popularity polls can tell who's popular, they can't tell who's unpopular. Even if the Japanese fandom is just "meh" on Mineta, them not outright hating him wouldn't qualify him as The Scrappy.

Polls often fail to account for the reasons they are liked/hated which is essential for Scrappy candidates and thus suspect as evidence.
And if it’s early in the works run, more reason to cut Scrappy which requires their story reach some sort of conclusion so we can determine if they were redeemed/supplied to be hated.
^ Granted, in Mineta's case it's pretty definite he's not supposed to be hated. He's the creator's favorite character.
Currently Working On: Incorruptible Pure PurenessAmericans Hate Tingle should go. That's about a character being extremely popular in the country the work originated from and hated in another country. Even the Japanese fandom doesn't hate Mineta he is definitely not very popular there.
My two cents on the matter is, if a character is hated, not apathetic towards, in Japan, then they go on The Scrappy.
For instance, on YMMV.Persona 3, Ken had both a entry for The Scrappy and Americans Hate Tingle. The AHT entry basically said westerners hated him more than that the Japanese did hate him, but not as much. So I went and deleted the AHT entry because of how insignificant that was worth mentioning.
(On an unrelated note, it did say Ken was Rescued from the Scrappy Heap in later games, so maybe he shouldn’t have a Scrappy entry in the first place?)
The AHT entry for My Hero Academia, however, doesn't make it clear that he’s hated in Japan. We don’t know if he recovered after the Eri incident or not. That’s why I’m on the fence on which entry to delete.

^ Aren't those mutually exclusive? I think that if a character is Rescued from the Scrappy Heap, we cut their The Scrappy entry.

However from what I have observed this the Japanese fandom is apathetic towards this character and the western fandom mostly hates him so I don't think this is case of Americans Hate Tingle.
^^I don't know if that's the policy, but I'm very against it either way. I've talked before about how I think one of the major problems with how this site approaches YMMV tropes is taking a fake-timeless approach to them, when in reality opinions normally change over time.

The last paragraph in Americans Hate Tingle implies that he's gotten hate in Japan after the Eri incident, but dosen't say anything if he has recovered from that since then, or if it was a temporary thing.
I'm asking here to get a consensus on what to do, I also asked here.
